Cause of oil leakage: pipeline aging (built 27 years ago; At that time, China was a good project, the first fully-automatic pipeline in the Republic, with steel imported from Japan), with harsh environment (offshore, high soil salinity, corrosive pipeline), disrepair for a long time (various municipal pipelines built locally surrounded the oil pipeline, and enterprises had to overhaul it many times, but the local environmental assessment did not approve it), and roads were illegally built above the oil pipeline, so heavy vehicles in the chemical industry zone bent the underground pipeline and deformed it (it was not an accident that the road surface crushed the pipeline below).
Emergency repair process: hundreds of kilometers of oil pipelines are mostly buried underground. After the oil spill, it is impossible to find the oil spill immediately by taking an X-ray of the earth, and it can only be found indirectly through various technical means and experience. The oil leaked at 3 am, then the valve was closed, the oil spill point was found from hundreds of kilometers of oil pipeline, the emergency plan was started, and the local department was notified. Then the repair team got up from home in the middle of the night and spent several hours from Weifang to Qingdao, preparing maintenance plans, engineering equipment and excavation and disposal. It's only 10 in the morning. Will it be soon?
Cause of explosion: After the crude oil leaked, it entered the nearby municipal pipeline (illegally built again, alas), and the light combustible gas was precipitated under the action of running water. Then the tipping point appeared in the urban area. It may be that passers-by threw cigarette butts into the sewer, or that vendors baking sweet potatoes poured cinders into the rainwater pipes (referring to the maintenance and welding of chemical plants), and then ignited the oil-gas mixture in the closed space to explode.
Ps 1: Weifang Emergency Rescue Team and Huangdao Oil Depot Fire Brigade are first-class in technology, experience and sense of responsibility, but they suffered the most casualties unilaterally in this accident (many of them are elders who have lived with me in the base compound for many years), which is extremely embarrassing. At that time, every place that approved the construction of roads and canals on oil pipelines and put obstacles in the way of ensuring the safety of storage and transportation enterprises for their own interests was the murderer who killed these innocent good fathers, husbands and friends. Ps2: In the petroleum system, the work of pipeline storage and transportation can be described as "less money, more work, far away from home, low position and light responsibility". Like domestic doctors, the treatment of workers in the storage and transportation system is artificially depressed. You know, in foreign countries, petroleum engineers always have the highest income among all engineering professions, and they are far higher than the second place. Not only is it a treatment, but it is also detained by various local hooligans every day. Oil is the lifeblood of a country, and national interests come first. As a result, these people, like many other practitioners, can only accept the reality.
Ps3: When the pipeline protection law was formulated, the storage and transportation enterprises proposed that no other facilities could be built within 50 meters on both sides of the oil pipeline, and then a bunch of people jumped out and said, how can we sell land and collect money for such a wide area? So the central government had to compromise and finally set a legal safety buffer zone of 5 meters. All piping engineer who have worked in the front line know that 5 meters is useless. However, judging from this accident, it is the only 5-meter life-saving area, and the local area has not been spared.
Ps4: Oil storage and transportation are extremely dangerous. I often see burned elders in the base compound where I grew up. Many times, I am worried about the safety of my parents alone in the industrial site. Personally, I have more or less obsessive-compulsive disorder about safety, such as practicing capture fighting, learning various skills, being proficient in gun operation and taking the Hong Kong first aid certificate.
