Zhang Bifa, 1906, a suburb of Tingzhou. His ancestors were porters at Tingjiang Wharf in Sanzhou, and later moved to Shangduan Village, Luofang Township, a suburb of Tingzhou. When the Red Army 1929 entered Ting, Zhang Bifa worked as a stevedore at Tingjiang Wharf. He is warm-hearted, comes from honesty and frankness, loves to fight against injustice, dares to speak fair for his workers, and enjoys great prestige among the masses. At that time, the water transportation in Tingzhou was developed, and the circulation of goods depended on ships. The dock became the place with the largest number of people. Tingjiang Wharf is necessary for the Red Army to publicize the revolution.

Zhang Bifa accepted revolutionary propaganda and took an active part in the revolution, and was soon elected as the head of the dock trade union. After constant training, he gradually became a revolutionary worker. 1June, 932, Zhang Bifa was appointed as the Soviet chairman of Tingzhou City.
