On April 2013 16, Jiaozuo City, Henan Province, the CPC held a meeting of leading cadres in the city. It was announced at the meeting that the Henan Provincial Party Committee decided to appoint and remove the main leaders of Jiaozuo Municipal Government: Zhang Wenshen was appointed as the deputy secretary of Jiaozuo Municipal Committee of Henan Province and recommended as the mayor of Jiaozuo Municipal People's Government;

2013,21,the post of executive deputy director of the rural work office of Henan Provincial Committee of the Communist Party of China was removed.

20 13 on may 3rd, the 7th session of the 11th people's congress of Jiaozuo city elected Zhang Wenshen as the mayor of Jiaozuo city.

On March 25th, 20 15, Jiaozuo held a meeting of leading cadres in the whole city, and read out the decision of the provincial party committee: Comrade Zhang Wenshen will no longer serve as deputy secretary, standing committee member and member of Jiaozuo Municipal Committee, and be removed from his post as mayor of Jiaozuo Municipal People's Government (according to legal procedures), and appointed as party secretary and director of the provincial sports bureau.

20 15 On March 26th, the Standing Committee of the 12th National People's Congress of Jiaozuo held its 10th meeting. The meeting passed the appointment and dismissal of personnel and accepted Zhang Wenshen's resignation as mayor of Jiaozuo Municipal People's Government.
