He used to be an electrician of Beijing Water Conservancy Engineering Corps, an officer of political work group, and a teacher of reading class for cadres of Beijing Water Conservancy Bureau. Cadres of the Letters and Visits Group of the Office of the Legal Committee of the National People's Congress, cadres of the Theoretical Group of the Research Office, and deputy head of the Economic Law Office; Director of Economic Law Office of the National People's Congress Standing Committee (NPCSC) Law Committee; Secretary of Comrade Peng Zhen; Deputy Director and Member of the Party Group of the State Council Legal Affairs Bureau; Deputy Director of the Legislative Affairs Office of the State Council, Deputy Secretary of the Party Group, member of the presidium of the 13th National Congress of the All-China Federation of Trade Unions. He is currently the director of the Legislative Affairs Office of the State Council and the party secretary.
