During Zhou Xuewen's tenure as secretary of the jinniu district District Committee of Chengdu, a major Uma case that caused a sensation in Chengdu broke out. Wu, then a member of the Standing Committee of jinniu district District Committee, was arrested on suspicion of accepting bribes and sentenced to eight years in prison. Ma Jianguo, then deputy head of the district, was arrested on suspicion of corruption and bribery, and later sentenced to fixed-term imprisonment 15 years for embezzlement of public funds and intentional destruction of accounting vouchers. Ma Jianguo was sentenced to five years in prison for accepting bribes.

Zhou Xuewen's last public appearance was on February 6th, 2008 at the second plenary session of the CPPCC Committee on Economy, Population, Resources, Environment and Urban and Rural Construction.

Since then, at the fourth meeting of the Standing Committee of the 13th Chengdu Municipal People's Congress held at 65438 on February 25th, 2008, seven of the eight vice-chairmen of Chengdu CPPCC attended, and only Zhou Xuewen was absent.
