Hu has served as secretary of the Youth League Committee of Beihang University, deputy director of Beijing Adult Education Bureau, full-time member of Beijing Education Committee, deputy head of Dongcheng District of Beijing, and secretary of the Party Committee of Beijing Academy of Educational Sciences. His main research interests are distance education and higher education management.
