Gansu Linxia Shuangcheng Economic Development Zone (formerly known as Linxia County Industrial and Trade Economic Demonstration Park) was approved by Gansu Provincial Bureau of Township Enterprises in 2003 and named as "Gansu Provincial Township Enterprise Demonstration Zone". In 2005, after the national development zone was cleared and audited, the Gansu provincial government approved it as a provincial development zone in August 2006 and renamed it Linxia Shuangcheng Economic Development Zone in Gansu Province. The park has a planned area of 105.7 hectares, a developed area of 9. 19 hectares and a built-up area of 27.68 hectares. The development zone belongs to a temperate climate zone, with an annual average temperature of 5.85℃, a minimum temperature of -24.8℃ and a maximum temperature of 29.7℃. The annual average precipitation is 636 mm, the annual average relative humidity is 66%, and the maximum humidity is 73%. The annual average sunshine hours are 253 13.4 hours, the maximum frozen soil depth is 1 1 cm, the frost-free period is about 143 days, and the dominant wind direction is southwest wind.

The Development Zone is located 20km west of Linxia City, 20km west of which borders Xunhua County of Qinghai Province, and 65,438+00km southwest of which enters Gannan and Sichuan. It is the first stop for Gannan pastoral area to reach the mainland, and it is also the only way for Gannan livestock products, timber resources, grain, oil and fruit to trade in Xunhua, Qinghai. The development of commerce and trade has unique geographical conditions and superior climatic conditions. Lanlang Road and He Lin Expressway pass through the territory, from Lanzhou and Linxia City to Gannan and Sichuan. They are called "golden passages" and can lead to Xining. Zhejiang Road and Han Ying Road extend to the north and south respectively, forming the framework of the park's external transportation network. In recent years, with an investment of 5.393 million yuan, Weisi Road has been widened and hardened, running water has been opened, street lamps have been erected on main streets, and the Longshoushan Bridge in Laoyaguan River has been built. Through voluntary tree planting, both the north and south mountains have been afforested, and the infrastructure conditions of the park have been greatly improved. The transformation of rural power grid has been completed, and the transformation of urban power grid will be carried out soon, which can fully meet the needs of production and life in the park. Coupled with the seamless coverage of mobile, China Unicom and telecommunications networks, the park has basically reached the "five connections and one leveling" of water, electricity, roads, communications, cable TV and site leveling.

Second, the development status and industrial focus of the park

Relying on the unique geographical advantages and rich resource advantages, we vigorously attract investment. Since 2002, 35 projects have been introduced, with a total investment of 299 million yuan and funds in place of 2 1 10,000 yuan. By the end of 2005, there were 24 enterprises 124, more than 260 individual industrial and commercial households and more than 3,000 employees in the park. The total output value of the park is 209.25 million yuan, the total industrial output value is156.37 million yuan, the industrial added value is 44110.00 million yuan, and the fiscal revenue is 7.06 million yuan, and taxes are paid. It has formed five dominant industries, such as small hydropower, halal meat processing, building materials, agricultural and sideline products processing and Chinese herbal medicine processing.

First, relying on the abundant advantages of water resources, 20 power stations have been built and under construction, including Tumenguan I, II and III power stations, Yin Ji Power Station, Xinji Power Station and Yatou Power Station, through various financing forms such as attracting investment, social financing and employee fund-raising.

Second, the park has obvious geographical advantages and location advantages. Relying on its advantages, Yi Xue Company and Huaihe Muslim Meat Company and other six Muslim meat refrigeration processing enterprises have been established, with an annual processing and sales of more than 4,000 tons of beef and mutton, which has promoted the development of large-scale farmers.

Third, make full use of the rich advantages of sand and gravel resources in Sanjiang Basin to build more than 30 enterprises such as Shuangcheng Cement Company, precast factory, sand and gravel factory and brick factory.

Fourth, vigorously introduce agricultural products processing enterprises to make agriculture industrialized. Lianhuahu Food Company, with an investment of19.8 million yuan, processes and sells more than 2,500 tons of broad beans and more than 800 tons of kidney beans annually. This year, more than 30 million yuan was invested to launch a 60,000-ton canned bean production line and a bean protein production line. Hengfeng Company fattens 600 cows and 1000 sheep every year.

Fifth, a Chinese herbal medicine planting and development station integrating technical guidance, seed supply and acquisition has been built. Precious Chinese herbal medicines such as Cordyceps sinensis, velvet antler, ginseng fruit and Saussurea involucrata processed by Eternal Health Products Company are sold to Shenzhen, Beijing, Shanghai, Lanzhou and other places.

Three. Development zone management service

The park has set up a leading group headed by the main leaders of the county, with a headquarters and an office. The number of leadership positions is one plus two, and the staff is 15. Exercise administrative functions such as planning, land management and urban construction, and be fully responsible for land planning, infrastructure construction, investment attraction, coordination service and daily management in this region. In accordance with the work requirements of "creative work, efficient work and striving for first-class level", we should do a good job in external coordination, provide good services at home, simplify the examination and approval procedures, standardize the charging behavior, implement various preferential policies, and implement a new operating mechanism of "one window to the outside world, one pen at a fixed point and one seal for effective service". The main responsibilities are: (1) to implement the national, provincial, state and county policies and regulations on the park; (two) to formulate and implement the park development plan; (three) responsible for the infrastructure construction in the park; (four) to carry out various forms of investment activities, and actively introduce talents, technology, equipment and funds; (five) do a good job in the service coordination of enterprises in the park, implement "one-stop" service, and go through all the formalities required for construction projects and enterprises in the park in accordance with relevant procedures and time limits; (six) responsible for the unified collection, use and management of land in the park; (seven) responsible for public security management, fees, public facilities maintenance and enterprise evaluation and inspection; (eight) responsible for the construction of small towns centered on the park, cooperate with the public security and other household registration management departments to establish a new household registration management system, and accelerate the transfer of rural population to non-agricultural population in small towns; (nine) establish and improve the statistical information system, establish and improve the file management system. There are credit cooperatives, the Shuangcheng business office of Agricultural Bank of China, the third outpatient department of county hospitals, post and telecommunications offices, gas stations, middle schools, primary schools, nursing homes, cultural centers, police stations and other service institutions in the area, which have created a good environment for attracting investment and accelerating development.
