According to the "Plan for Deepening the Reform of the Party and State Institutions" and the "Three Decisions" of the Ministry of Natural Resources and the State Forestry and Grassland Administration, the investigation responsibilities of natural resources such as forests, grasslands and wetlands are integrated into the Ministry of Natural Resources, and the State Forestry and Grassland Administration is responsible for the dynamic monitoring of forests, grasslands and wetlands. In order to coordinate the investigation and monitoring of natural resources such as forests, grasslands and wetlands, reduce duplication of work and give full play to the investigation and monitoring capabilities of existing institutions, we hereby put forward the following opinions:
Unified forest, grassland and wetland investigation and monitoring system.
The investigation and monitoring of forests, grasslands and wetlands are conducted once a year, and the scope of work is based on the third national land survey (hereinafter referred to as the "three surveys") and the woodland, grassland and wet map spots formed by the land change survey in the previous year.
(1) Unified work deployment
The Ministry of Natural Resources and the State Forestry and Grassland Administration jointly issued a document to deploy the investigation and monitoring of forests, grasslands and wetlands in March each year according to the management needs, and clarify the investigation and monitoring tasks and work requirements. Provincial natural resources departments and forestry and grass departments jointly issue or forward documents to jointly promote the investigation and monitoring of forests, grasslands and wetlands in their respective administrative areas. The municipal and county-level departments in charge of natural resources should cooperate closely with the departments in charge of forestry and grass, and do a good job in the investigation and monitoring of forests, grasslands and wetlands within their respective administrative areas.
(2) unified classification standard
The indicators of woodland, grassland and wetland can be refined on the basis of the secondary land types of woodland, grassland and wetland according to the Guide to Land Use Classification, and used for land spatial investigation, monitoring, planning and use control. The indicators of forest area, forest coverage rate and forest volume should cover and be limited to the whole range of forest land in the "Three Adjustments" and its land change investigation, and the grassland area and grassland comprehensive vegetation coverage rate should cover and be limited to the whole range of grassland in the "Three Adjustments" and its land change investigation. Need to adjust the classification index, the Ministry of natural resources in conjunction with the State Forestry and Grassland Administration revised classification standards. Other special monitoring indicators required for forest and grass management shall be determined by the State Forestry and Grassland Administration.
(3) Unified survey base map
Investigation and monitoring of forests, grasslands and wetlands The results of land change investigation in the previous year are used as the base map to maintain the consistency of relevant databases. The Ministry of Natural Resources provides the results of the annual land change survey to the State Forestry and Grassland Administration, which makes the survey map and sends it to the local forestry and grassland authorities for use. Natural resources departments at all levels and forestry and grass departments share satellite remote sensing image data (including original data and orthophoto maps) and related basic geographic information data.
(4) Release of unified results
The investigation and monitoring results of forests, grasslands and wetlands shall be jointly audited by the competent departments of natural resources and forestry and grass. The results of forest coverage, forest volume and grassland comprehensive vegetation coverage are released by the competent forestry and grass authorities.
Second, clear tasks and division of labor.
The Ministry of Natural Resources and the State Forestry and Grassland Administration jointly set up a special work class, which is responsible for drafting work deployment documents, reviewing investigation and monitoring work plans, coordinating basic maps, solving major problems in investigation and monitoring, and reviewing investigation and monitoring results. The leading group of the special work class is headed by the deputy director of the natural resources department, the deputy director of the State Forestry and Grassland Administration and a chief engineer of the natural resources department as the deputy leader. The State Forestry and Grassland Administration is responsible for organizing the investigation and monitoring of forests, grasslands and wetlands, with the participation of the Natural Resources Comprehensive Investigation Command Center of China Geological Survey.
