Article 8 of the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government shall meet the following basic conditions:
(a) to be appointed as a county-level leadership position, should have more than five years of service and more than two years of grassroots work experience.
(2) Those who are promoted to leadership positions at or above the county level shall generally have the experience of holding two or more positions at the next level.
(3) If a deputy is promoted to a leadership position at or above the county level, he shall work in the deputy position for more than 2 years, and if a subordinate principal is promoted to a superior deputy, he shall work in the subordinate principal position for more than 3 years. The number of years of service as a non-leadership position at or above the division level shall be implemented in accordance with relevant regulations.
(4) Generally, they should have a college degree or above, among which leading cadres at bureau level or above should generally have a bachelor degree or above.
(five) by the party school, administrative college, cadre college or other training institutions recognized by the organization (personnel) department, the training time meets the relevant requirements of cadre education and training. Those who fail to meet the pre-service training requirements due to special circumstances shall complete the training within one year after taking office.
(six) have the physical conditions to perform their duties normally.
(seven) meet the qualification requirements stipulated by relevant laws. To be promoted to the leadership position of the Party, it should also meet the requirements of party age stipulated by Constitution of the Communist Party of China.
