Lai Shibao was born in a third-class poor family in Taichung. When he was a child, he laughed at himself for being "poorer than Chen Shui-bian". Lai Shibao, a native of this province, is a scholar. He received a bachelor's degree in mechanical engineering from National national cheng kung university and a master's degree in business administration from Chengchi University, and then went to the University of Southern California for further study, obtaining a doctorate in industrial and systems engineering. After returning to Taiwan Province Province, he taught and served as the director of the National Chengda Institute of Enterprise Management, and later served as the supervisor of the "state-owned" Taiwan Province Machinery Company and the examination member of the Securities Management Committee.
