Chang Wanqi, male, Han nationality,1born in March 1969, from Nanyang City, Henan Province, with a university degree. He is currently the Party Secretary and Director of the Emergency Management Department of Henan Province.
He used to be the minister of a certain department of the 8 th Division of Mobu in Xinjiang Military Region in Dushanzi, the chief of staff of the division, the rank of senior colonel, the division commander of Mobu 1 KLOC-0/in Xinjiang Military Region, the outstanding commanding officer of the whole army in 2008, and the deputy director of the Human Resources and Social Security Department of Henan Province from 2020 to 2023.
