In August of the fifth year of Zhao Jianwu (AD 339), Yu Liang, the general of Dongjin Town, guarded Wuchang, and sent generals Mao Bao and Fan Jun to guard Zhucheng. Zhao Kuangyin hated Yu Liang, the consort of the Eastern Jin Dynasty. With Bi An as the backbone general, he led five generals, namely Shi Jian, Shi Min, Li Nong, Zhang Xun and Li Tu, to attack the northern wall of Jingzhou and Yangzhou with 50,000 men, and sent another 20,000 cavalry to attack Zhucheng. Mao Bao turned to Yu Liang for help. Yu Liang thought that Zhucheng was powerful and did not send troops in time.
In September of the lunar calendar, Shi Min defeated Jin Jun in Mianxian and killed the general Cai Huai. Kui' an also commanded Li Nong to lead the army to capture Miannan; Zhu Bao also defeated Jin Baishi and killed five generals, including Bao Zheng. Zhang Xun captured Zhucheng and killed more than 6,000 Jin troops. Mao Bao and Fan Jun were forced to abandon the city and flee. They were overtaken by Kui 'an's Qingqi near the Yangtze River, forcing Mao Bao and Fan Jun into the river and drowning. After that, Kui 'an led the post-Zhao army into Huting, and then advanced to Jiangxia. Huang Chong, the general of Yiyang in the Eastern Jin Dynasty, and Zheng Jin, the magistrate of Yiyang, both surrendered to Kui 'an. Later, Kui 'an led the army into Waishicheng again, but was defeated by Li Yang, the satrap of Jingling in the Eastern Jin Dynasty, who refused to fight and lost more than 5,000 people. Kui 'an retreated, plundered the east of Hanshui River, held more than 7,000 families hostage, and moved to Youzhou and Jizhou.
