The newly revised Code of Integrity and Self-discipline in China (hereinafter referred to as the Code) and the Regulations on Disciplinary Actions in China (hereinafter referred to as the Regulations) follow the law of governing the party, adhere to the separation of discipline and law, put discipline before the law and strictly enforce the law, and fully embody the characteristics of party discipline and the vanguard nature of China.

In this regard, the revised guidelines and regulations have deleted the contents that are duplicated with national laws and regulations, among which the regulations have deleted more than 70 items that are duplicated with criminal law, public security management punishment law and other laws and regulations, such as corruption, bribery, dereliction of duty and acts that undermine the socialist economic order, etc.
The key to strictly administering the party in an all-round way lies in governance and strictness. While deleting relevant contents, the revised guidelines and regulations have also added and improved several clauses, clearly defining the main problems existing in party member's leading cadres' honesty and self-discipline and party member's discipline, especially transforming the requirements of strict political discipline and political rules, organizational discipline, implementation of the spirit of the eight central regulations and opposition to "four winds" since the 18th CPC National Congress into disciplinary norms. For example, as stipulated in Article 68 of the Regulations, leading cadres in party member shall not organize or participate in spontaneously established hometown associations, alumni associations and comrades-in-arms associations in violation of relevant regulations.

Gao Bo said that the revised guidelines and regulations adhere to the separation of discipline and law, and discipline is stricter than law, which not only solidified the practical orientation of grasping early and grasping small, but also strengthened the ruling concept of stricter discipline and heavier punishment, fully demonstrating the characteristics of political parties and party disciplines, and provided institutional basis and strong support for comprehensively administering the party strictly and strengthening inner-party supervision.
Of course, the separation of discipline and law does not mean that discipline and law are completely separated. "The railway police are in charge of each other." The "Regulations" not only stipulates in the chapter "Guiding ideology, principles and scope of application" that party organizations and party member must consciously accept the party's discipline and abide by national laws and regulations; A chapter on "Disciplinary Action against party member for Illegal Crimes" was specially set up to effectively link the Party discipline with the national laws.
