The predecessor of the CIS Collective Security Treaty Organization is the CIS Collective Security Treaty. On May 14, 2002, the Council of the Collective Security Treaty of the Commonwealth of Independent States changed the "Collective Security Treaty of the Commonwealth of Independent States" into "Collective Security Treaty Organization of the Commonwealth of Independent States", which now has six member States: Russia, Belarus, Armenia, Kazakhstan, Tajikistan and Kyrgyzstan.
The summit of the Collective Security Treaty Organization of the Commonwealth of Independent States held in Minsk, the capital of Belarus, issued a declaration stating that the members of the organization will strengthen cooperation, strive to eliminate regional and global threats, and further consolidate and develop this military organization.
In order to form a unified collective security system within the framework of the collective security treaty, we must consolidate and develop this military organization not only in eliminating traditional threats, but also in eliminating terrorism, extremism, drug smuggling and other modern challenges and threats. The declaration said that it is appropriate to establish a military strategic planning body of the organization to provide emergency military assistance to member States when necessary.
The declaration pointed out that the SCO member States will make every effort to comprehensively develop and improve the SCO integration mechanism and cooperate closely to effectively safeguard the interests of all countries and collectives.
