Since 1996 rural credit cooperative system reform, Jiang Bolin found in long-term rural investigation that the development of rural economy needs a lot of funds to support, and the credit funds that rural credit cooperatives can provide are limited, which can not meet the needs of farmers at all. It is difficult for farmers to borrow enough funds to expand reproduction, and it is difficult for farmers to realize their desire to get rich quickly. Therefore, he put forward a new two-tier management system model of rural integration and separation: family management+farmer cooperation system. Change the management system of rural credit cooperatives from "government-run" to "private" and give play to the auxiliary role of private finance.

Since 2002, Jiang Bolin has initiated farmers to set up "cooperatives" in Lishu County, such as more than 0/0 typical cooperatives such as consumption cooperation, purchase and sale cooperation, mutual fund assistance, equity credit, mutual guarantee, food trust and medical education. , organically combine several cooperative ways or organizations to promote each other, forming a unique new cooperative culture phenomenon in Lishu County, and igniting the fire of cooperation in rural areas of China. According to the model provided by Jiang Bolin, farmers benefit from cooperation, and the mode and organization of cooperation are well received by farmers. In recent years, farmers' cooperatives in Lishu County have grown to more than 130. Farmers' cooperative organizations in Lishu County have been affirmed and commended by the Jilin Provincial Party Committee, the provincial government and the Ministry of Agriculture, and have been promoted as innovative demonstrations of new cooperative economic organizations.

On March 9th, 2007, China Banking Regulatory Commission approved the opening of the first rural mutual fund cooperative in China, yan village Baixin Farmers' Mutual Fund Cooperative in Lishu County, which opened a new era of new farmers' cooperative financial organizations in China.
