Ou, male,1born on March 8, 959, from ningyuan county, Hunan. Expert in structural monitoring, control and disaster prevention and mitigation engineering, graduated from Harbin Jianzhu University 1987, Ph.D.. He used to be vice president and professor of Harbin Institute of Technology. He is currently the president of Dalian University of Technology and an academician of China Academy of Engineering.

1976- 1978: Graduated from Department of Hydropower, Xiangtan University Lingling Branch 1979- 1983: Graduated from Wuhan University of Technology with a master's degree in structural engineering (tutor: Professor Chen Jingsheng)1985-1. 87- 1990: Professor Sheng, a postdoctoral fellow in the postdoctoral mobile station of mechanics of Harbin Jianzhu University, left the station and stayed as a teacher. 1993: passed the qualification of doctoral supervisor of the State Council Academic Degrees Committee. 1993-2000: Professor and doctoral supervisor of Harbin Jianzhu University. 2000-present: Professor and doctoral supervisor of Harbin Institute of Technology. 1999.
