In August, 1977, we received a letter of condolence from my grandmother Pan's old friend in the name of my cousin. In an instant, our whole family was immersed in great grief. In grief, my father considered Pan's funeral arrangements and inheritance.
As the sole legal heir of Pan's property, Pan wrote to the Western Europe Department of the Ministry of Foreign Affairs and the Consular Department of the Ministry of Foreign Affairs on July 28th and July 77./kloc-0./kloc-0./respectively, proposing for the first time that my family send someone to France to take care of Pan's funeral and handle Pan's legacy with the assistance of the embassy. If the diplomatic department does not allow our family to go to France, then entrust the diplomatic department to help us do a few things:

2) Send her legacy back to China, and then most of it will be donated to the country, and a small part will be left to her family as a souvenir.
3) Take photos of Pan's works collected by French art galleries and museums, and publish "Pan Memorial Book" for my family.
4) If there are other relics and heritages, they will be inherited by Pan after being shipped back.
At that time, Pan was unjustly wearing two hats of "historical counter-revolution" and "rightist". In order to attract the attention of the relevant departments, Pan signed his name at the back of the letter, and also signed it on behalf of: Peng (the wife of Pan), Pan, Pan, Pan Zhonggong and Pan Zhongyu (the fourth son of Pan). )
According to Article 2 of the Inheritance Law of People's Republic of China (PRC), only Pan has the right to inherit and the right to own and dispose of Pan's heritage.
Therefore, the signatures after the two letters, only Pan's signature has legal effect, while the other signatures have no legal effect. This is how Pan reported to the foreign affairs department, which was particularly serious, but like a wild pigeon released, there was no news.
This kind of experience was often encountered in the past-you carefully submitted applications, reports, requests and commissions to an administrative department of the government, but you never got an answer.
After the downfall of the Gang of Four, Pan gained a new life politically and was completely rehabilitated in 1978. According to Pan's specialty, the relevant departments arranged for him to be an English teacher in Anqing No.4 Middle School.
However, the damage caused by more than 20 years of mental and physical torture is irreversible. On February 9, 1979, Pan died in Anqing City, Anhui Province, and left us forever.
Because Pan lived in France all the year round, especially in China's decades-long closed-door policy, people at that time knew nothing about Pan and his artistic achievements.
1982, Anhui female writer heather created a biographical novel "Biography of Zhang Yuliang" based on the materials we provided her, and published it in Qingming magazine. People's Literature Publishing House published a single book "Painting the Soul-Pan Chuan", which was reprinted in national newspapers and magazines, and many local radio stations played this biographical novel in the "serial novel" column. Since then, Pan's artistic achievements and legendary experiences are well known to most people in China. Only then did the relevant departments understand the artistic value of Pan's works.
Five years after Pan's death and three years after Pan's death, the relevant departments began to plan and start the work of transporting Pan's legacy and relics back to China:

On June 3rd, 1983, {documentNo. 1235 (83) of the Central Ministry of Culture on "Opinions on Transporting Anhui French painter Pan's Heritage to China for Disposal"} (hereinafter referred to as "document number"). Ministry of Culture 1235), decided: "Pan's paintings will be returned to the Art Bureau of the Ministry of Culture for signature, except for the Central Art Museum.

On March 1984, the Propaganda Department of Anhui Provincial Party Committee informed us that Pan's relics and relics had been shipped back to Anhui, and asked our family to send two representatives to participate in the inventory, acceptance and handover of Pan's relics and relics on March 15.
On March 14, Peng and Xu Yongsheng (husband of Pan, a teacher in Anqing No.1 Middle School) were ordered to rush to Hefei. In the evening, Wang Ting, the representative of the Art Bureau of the Ministry of Culture and the Art Department of the Propaganda Department of Anhui Provincial Party Committee, met Peng and Xu Yongsheng at the Jianghuai Hotel where the representative of the Art Bureau of the Ministry of Culture stayed. When they saw the "Document of the Ministry of Culture 1235", Peng and Xu Yongsheng felt puzzled: Pan's legacy and relics should be inherited by us, that is, donated to us, and then the specific operation will be done by us. How does the Art Bureau of the Ministry of Culture make full arrangements? (Later, Dai Yue, deputy director of the Propaganda Department of Anhui Provincial Party Committee, said that "everything in Pan belongs to the state"-"state property" should of course be handled by the state administrative department-this is another story)
Over the years, our consciousness of "putting what we understand into practice and what we don't understand into practice" has been "put into action and melted into the blood". At that time, Peng and Xu Yongsheng had only one choice: "Type the word' private' for a while", resolutely obey the leadership of the Ministry of Culture and the Propaganda Department of the Provincial Party Committee, and faithfully implement the document of the Ministry of Culture 1235.
What excites Peng and Xu Yongsheng most is that they will soon be able to witness the original works of Pan that they miss. What we are most concerned about is: how much and what quality can the leaders of the Ministry of Culture and the Propaganda Department of the Provincial Party Committee leave us?
The next day, that is, 1984.3. 15, the formal acceptance and handover work officially started. What is "acceptance"?
After Pan's death, all her works and relics were kept in the French Embassy in China. These 7 boxes of Pan's works and relics were selected, sorted and boxed by French painters Ryan and Wang during his stay in China, and some paintings of Pan's relics, such as Zhang Daqian's picture album and Chang Yu's sketch, were brought back randomly by and when he returned to China. Pan's legacy and relics were shipped back in two batches, first and then sent.
"Acceptance" refers to checking whether the returned physical objects and the varieties and quantities on the list are correct.

Inventory and acceptance work are carried out under very strict requirements. The location is in the lobby on the second floor of the Provincial Museum. During the inventory acceptance, people outside the group are not allowed to enter.
At first, the inventory acceptance was very detailed, depending on the paintings and counting. At the end of the day, only one and a half boxes were counted. Everyone thought it would take a long time to go on like this. Later, except for larger works, such as sketches and sketches, it was not counted. Check and accept according to the thick lines of "one package of sketches", "one package of sketches", "several books" and "one volume of sketches is in Changyu" on the list.
