"Safety culture" is a new concept that rose in the late 1990s and swept the world. It was first put forward in the field of international nuclear industry in 1980s. Later in 1993, Li Boyong, then Minister of Labor, pointed out: "Safety work should be recognized at the height of safety culture". Since then, safety culture has been formally introduced into China, and has been gradually valued by various industries.
