According to the Civil Code, the national, provincial and municipal regulations on property management, and the relevant provisions of the Guiding Rules for the Work of Owners' Congress and Owners' Committee of the Ministry of Housing and Urban-Rural Development, the General Reorganization formulated the Method for Selecting Candidates for the Sixth Owners' Committee according to the Rules of Procedure of the Owners' Congress of Residential Areas and the actual situation of the property management area. The relevant matters are hereby announced as follows:
The candidate shall be the owner of the property management area and meet the following conditions:
(1) Having full capacity for civil conduct and a certain capacity for organization and coordination;
(2) Abide by the relevant laws and regulations of the state;
(three) abide by the community management regulations, exemplary performance of the obligations of the owners;
(four) enthusiastic about public welfare undertakings, strong sense of responsibility, fairness and decency, with strong social credibility;
(five) in line with the age 18 years old, under 65 years old, in good health.
Two, one of the following circumstances, not as a candidate for the owners' committee:
(1) The penalty sentenced for intentional crime is being executed, and the execution has not been completed for five years, or the personal freedom is restricted because of suspected crime;
(2) Being subject to administrative punishment for illegal acts related to property management for less than one year;
(three) to participate in a cult organization, or illegal organizations to participate in collective petitions, affecting social stability;
(four) the use of evil forces to interfere with the normal work and life of community owners;
(five) using improper means to obstruct the normal convening, election and voting of the owners' meeting and the owners' committee meeting;
(six) I, my spouse and their immediate family members in the property management area to provide services for property services companies or invest in shares;
(seven) refusing to pay the property fee in violation of the agreement, and refusing to implement it after being confirmed by the effective legal documents of the people's court and the arbitration institution;
(8) Refusing to execute the judgment of the court, and being included in the list of people who have been executed for dishonesty and not being revoked in time;
(nine) there are illegal construction, decoration and other acts in the community that have been ordered by the law enforcement management department to rectify without rectification;
(ten) do not comply with the "management statute" and "rules of procedure of the owners' congress", in violation of the "Huzhou property management regulations";
(eleven) refused to accept the guidance of the street community, did not sign the "resignation commitment" and "election discipline commitment" or violated the election discipline;
(twelve) in violation of social morality, professional ethics, family happiness, resulting in adverse effects;
(thirteen) other circumstances decided by the owners' congress.
Encourage party member, Party representatives, deputies to the National People's Congress, CPPCC members, members of the "two committees" of the community, secretary of the Party branch of the Grid, leader of the party group and owners with professional knowledge in finance, law, engineering and environment to actively participate in the registration of candidates for the owners' committee and play a vanguard and exemplary role.
Third, use the following methods to generate candidates:
In this election, there are 7 full members and 3 alternate members1-(no more than 50% of full members). The generation of candidates follows the principle that on the basis of voluntary registration by the owners, preliminary candidates are generated by receiving the joint recommendation of the owners, and formal candidates are generated by organizing recommendations after passing the qualification examination and the number exceeds the target number (1 1).
1. If the number of applicants is insufficient or the number of candidates after qualification examination is insufficient (that is, less than 8), it can be recommended by the community and the preparatory group for the general election.
2. If the number of applicants exceeds the target number after the qualification examination (1 1 above), the street, the community and the preparatory group shall jointly select according to the actual situation of the community and the basic requirements of party building. In principle, the number of people in members of the Communist Party of China (CPC) is not less than 50%.
Regarding the method for selecting candidates for the Industry Committee and the registration of candidates, it is hereby announced for 7 days (from March 2 1 day to March 27, 2022 17). Owners who are interested in participating in the registration of the owners' committee, please come to the front desk of the community 10 property service center (8:30- 16:30 every day) to get the registration form and put it in the property from March 2 1 day to March 3 17, 2022.
