At 1970, we responded to the call of the party and participated in the construction of 072 13 national defense highway (Lanshan County, Hunan Province to Lianzhou City, Guangdong Province). After the project was successfully completed in the winter of 1973, it was approved by the Revolutionary Committee of Hunan Province and the traffic combat readiness leading group of Hunan Military Region (73). The government has successively issued relevant documents. In Lanshan County, Hunan Province, four new working classes have been established, namely, Jiao Ling, Maozaichong, Bamu 'ao and Gao Qiao. From the more than 1 1000 migrant workers who participated in the project construction, 36 of us were selected to be taken care of in the blue mountain highway section of bid section zero, and stayed in the newly established four-shift (now changed to Highway Bureau) to maintain roads and protect labor, with the same salary as the original employees. Since then, we have been state employees. We assign our 36 employees to work in shifts all over the county and participate in key projects in the county. Then, on 1979, 36 of our employees were dismissed without reason. Among them, Hu Qihua, the person in charge of the highway section, mentioned in his conversation with us that there is no indicator of turning positive. The longer you stay here, the worse it will be for us, so you'd better leave early.

Began to petition in 2007, came to Beijing five times in more than four years, saved several times, and went to the Ministry of Communications and the Provincial Communications Department successively. We gave the approval of the Ministry of Communications to the county and city leaders, who ignored it and took measures of banning and detaining us. The journey of petitioning thousands of miles lasted for 30 years, and no one paid attention to and understood us. In a word, we have worked hard for so many years, participated in the construction of 072 13 highway, and handed over the rest of our lives to major national infrastructure projects, so we deserve to be treated as regular employees. Moreover, in 2009, it was repeatedly commended by the Provincial Communications Department. However, the leaders at the county and city levels are really bureaucratic and simply ignore our appeal. The labor departments at the city and county levels dare not show our personnel files, which shows that they do not follow the policy and lack due rationality. Therefore, we strongly appeal to the relevant state departments and the whole society to pay attention to these vulnerable groups, pay due attention to the problems we have reflected, and strongly condemn and condemn the actions of individual local officials to suppress our petitioners regardless of the sufferings of employees, fully embodying Premier Wen's purpose of serving the people and realizing the good wish of building a harmonious society.
