During the period of 1939, 10 to 1949, he served as the youth salvation officer, deputy secretary and organization minister in the second district of Xiaoxian County, the leader of the cadre team in the rear logistics department of Henan, Anhui and Jiangsu, and the member of the policy research office of the Central Plains People's Government. 1949 June to present, he has served as supervisor of Kaifeng Pulin Electric Company, Minister of Industry, Deputy Secretary of Municipal Party Committee, Secretary of Secretariat, First Secretary of Municipal Party Committee, Head and Core Leader of Pingwu Project Command 70 1 Command, Party Secretary of Pingdingshan Meng Yao Power Plant, Second Secretary, Mayor and Deputy Secretary of Zhengzhou Municipal Committee, Director and Party Secretary of Henan Provincial Construction Committee, and Consultant of Provincial Planning Commission. 1In August, 1994, he was granted medical treatment at the vice governor level with the approval of the provincial party committee.1In February, 1994, he was approved by the provincial party committee to leave his post for rest. Comrade Xu is an alternate member of the Second Committee of the CPC Henan Province and a representative of the Fifth and Sixth People's Congress of Henan Province. He died in Zhengzhou on1October 30th, 2005 1 1: 40 at the age of 82.
