After 1989, the model worker system entered a period of stable development. From 1995, the commendation year of national model workers coincides with the closing year of the five-year plan. Up to now, China has commended seven national model workers.

From April 20 15, the national model workers were commended by the Central Committee of the Communist Party of China and the State Council again. Taking the recent national model worker selection in 2020 as an example, in June 5438+ 10, 2020, the general offices of the General Office of the Central Committee of the CPC and the State Council issued a notice to make arrangements for related work. The CPC Central Committee and the State Council specially set up the Preparatory Committee for the 2020 National Congress of Model Workers and Advanced Workers.

From March of that year, a meeting of the office of the Preparatory Committee was held to guide all units to submit recommended materials and conduct preliminary examination. In June, the list of candidates to be commended was submitted to the CPC Central Committee and the State Council for approval 5438+0 1. In this process, it has gone through a series of processes such as provincial publicity, audit and national publicity. Central leading comrades presided over the plenary session of the Preparatory Committee, listened to the report on the preparations for the conference, and deliberated and adopted the list of candidates to be commended.

In order to ensure that the selection and commendation work is open, just and fair, the national model worker selection strictly implements the procedure of "two trials and three publicity", that is, the first trial and the second review, and the unit, provincial and national publicity are implemented.

The selection of provincial model workers is also held every five years. In recent years, while emphasizing the procedure of "two trials and three openness", all provinces have continuously optimized their processes and strengthened supervision. The relevant person in charge of the Sichuan Provincial Federation of Trade Unions told the reporter of the ICAC _ Wangguancha Office that "each type of candidate has different aspects of audit, including the audit of front-line workers and entrepreneurs, and the United Front Work Department, the Department of Commerce and other government departments must participate."

The interval between local and municipal model workers is different. Since 2007, Hangzhou has held a selection of municipal model workers and model collectives every three years. Hefei, Anhui Province, shishi city, Fujian Province and other places also select municipal model workers every three years.

The selection principle adheres to the principle of selecting the best among the best, giving priority to quality, paying attention to the selection of advanced figures who have worked in the front line of production and scientific research for a long time, ensuring that front-line workers reach a certain proportion, insisting on facing all walks of life and paying attention to the selection of advanced figures from all walks of life and various economic organizations.

Experts concluded that with the deepening of Socialism with Chinese characteristics's career, the labor model selection system has five characteristics. First, the selection method is more scientific and democratic. Candidates are recommended from the bottom up and subject to public supervision. Second, the selection criteria are more reasonable. While advocating "selfless dedication", we should regard "outstanding contribution to society" as an important condition for selecting model workers, and add elements such as professionalism, innovation and professional ethics to the evaluation indicators. Third, the choice is wider. Self-employed and private entrepreneurs can participate in the selection of national model workers. Fourth, pay attention to continuously increasing the proportion of model workers between front-line workers and farmers. Fifth, the scale of recognition has become increasingly stable.

Article 7

In principle, model workers and advanced collectives of central enterprises are selected and commended once every five years.

Persons who have made outstanding contributions to the completion of national key projects, major special projects or in emergency rescue and disaster relief, handling emergencies, etc. , and meet the conditions for the honorary title, can be commended in a timely manner.

Article 8

Central enterprises regularly select model workers and advanced collectives, which are determined in accordance with relevant state regulations. Among them, the selection ratio of enterprise leaders is controlled within 10% of the number of commended people. The heads of central enterprises managed by the central government are not included in the selection scope, and the heads of central enterprises managed by the SASAC Party Committee are not included in the selection scope in principle. Individuals and collectives who have won the honorary title at or above the provincial or ministerial level generally no longer participate in the selection.

The selection quota of model workers and advanced collectives in central enterprises shall be determined according to the benefits of enterprises, the number of employees and the number of collectives. The recommended objects generally come from the model workers and advanced collectives in enterprises, with emphasis on the grassroots, the front line of production, operation and scientific research, and the people and collectives who have worked hard for a long time under difficult conditions.

Article 9

The selection of model workers and advanced collectives in central enterprises shall be conducted according to the following procedures:

(1) Individuals or collectives who meet the conditions for conferring honorary titles shall be democratically recommended by their units, discussed and passed by the workers' congress or the workers' congress (when the workers' congress is not in session, the workers' congress or the joint meeting of enterprise trade unions), and the party organizations of their units shall review the recommended objects and report them step by step.

(two) the party organization of each enterprise group shall review the object to be recommended, and report it to Ministry of Human Resources and Social Security and SASAC after 5 working days of publicity in this enterprise group.

(three) Ministry of Human Resources and Social Security and the relevant departments of the SASAC to review the recommended objects, and publicize the basic situation and main deeds of the objects to be commended within the scope of the central enterprises, and the publicity time is 5 working days. Among them, the central enterprise model workers and advanced collectives are regularly selected, and the Ministry of Human Resources and Social Security and the SASAC form a temporary selection agency to review the recommended objects.

(4) Approved by Ministry of Human Resources and Social Security and SASAC.

If the recommended candidate is the person in charge of the enterprise, and the recommended advanced collective has legal person status, the opinions of the local departments of industry and commerce, taxation (local tax, national tax), human resources and social security (labor security), production safety, environmental protection, etc. Should seek at or above the county level. Among them, the person in charge of the recommended enterprise shall obtain the consent of the relevant departments in accordance with the cadre management authority, and solicit the opinions of the discipline inspection, supervision and auditing departments.
