When the water level of the Three Gorges Reservoir reaches1.75m after the flood, the surging Yangtze River water will flow back to Pengxi River in Kaixian County from east to west, and Kaixian County will form a flooded water area of 55.5 square kilometers. However, after the reservoir water level drops, a large water level fluctuation zone may be formed, which will do harm to the ecological environment of Kaixian County. In order to solve this problem, a water level regulating dam was built 4.5 kilometers downstream of Pengxi River, which flows through Kaixian County. In this way, a lake with a perennial water level of 172- 175 meters, a perimeter of 36.4 kilometers and a water area of 14.8 square kilometers will be formed in the upper reaches of the regulating dam: Hanfeng Lake will come from this.

Kaixian water level regulating dam is located in Group 2, Wuyang Village, Fengle Sub-district Office. The project is a dam-dam combination, with a total length of 507 meters, the maximum dam height of 24.34 meters, the normal water level 170.28 meters, the corresponding storage capacity of 56 million cubic meters, and the maximum flood discharge of 8440 cubic meters per second. The project started construction in August 2007, and was completed and put into trial operation in May 20 12. In order to realize the tourist landscape effect of the dam and Hanfeng Lake, the dam adopted the decorative style of the ancient buildings of "the wind and rain covered bridges in Ming and Qing Dynasties", and showed the rich humanistic atmosphere of Kaixian County in the form of books, paintings, poems and couplets, which made a successful attempt to explore the combination of water conservancy projects and landscape projects in China and won the title of "National Water Conservancy Scenic Area" on 20 12 10.
