The Education, Science, Culture and Health Committee of the National People's Congress is a special committee established according to the resolution of the First Session of the Sixth National People's Congress 1983. It is a permanent organ of the National People's Congress and is led by the NPC Standing Committee when the National People's Congress is not in session.
Under the leadership of the National People's Congress and its Standing Committee, the Education, Culture and Health Committee of the National People's Congress studies, deliberates and formulates relevant bills. Specific responsibilities are:
1. To consider the motion proposed by the Presidium of the National People's Congress or the NPC Standing Committee;
2. To submit proposals related to this Committee to the Presidium of the National People's Congress or the NPC Standing Committee within the functions and powers of the National People's Congress or the NPC Standing Committee;
3. Review administrative regulations, decisions and orders of the State Council, orders, instructions and rules of ministries and commissions of the State Council, and decisions, orders and rules of people's governments of provinces, autonomous regions and municipalities directly under the Central Government issued by the NPC Standing Committee, and submit a report;
