The Qingyi River Basin as mentioned in these Regulations refers to the waters and land within the catchment area of the main stream of Qingyi River and its tributaries within the administrative area of Ya 'an City. The specific scope shall be delineated by the municipal water administrative department and announced to the public after being approved by the Municipal People's Government. Article 3 The protection of water environment in Qingyi River Basin shall adhere to the principles of scientific planning, protection priority, territorial management, overall linkage, prevention first, comprehensive management, public participation and responsibility for damage. Article 4 The people's governments of cities and counties (districts) shall be responsible for the water environment quality of Qingyi River Basin within their respective administrative areas, establish coordination mechanisms and joint law enforcement mechanisms, solve major problems in the water environment protection of Qingyi River Basin, and urge relevant administrative departments to investigate and deal with illegal acts in violation of relevant laws and regulations and the provisions of this Ordinance according to their respective duties.
The competent department of environmental protection of the people's government of the city or county (District) shall implement unified supervision and management on the water environmental protection of Qingyi River Basin within their respective administrative areas, and other relevant administrative departments shall jointly do a good job in the water environmental protection of Qingyi River Basin within their respective functions and duties.
The people's governments of townships (towns) and subdistrict offices shall be responsible for the related work of water environment protection in Qingyi River Basin within their respective regions, and shall promptly stop and report acts that damage the water environment in Qingyi River Basin, and assist relevant departments in law enforcement. Article 5 The people's governments of cities and counties (districts) shall formulate water environmental protection plans within their respective administrative areas, and report to the Standing Committee of the people's congress at the corresponding level before the protection plans are adopted. Article 6 The Municipal People's Government shall establish an exit section water quality evaluation system and an ecological protection compensation mechanism, and evaluate the exit section of the main stream and tributaries of Qingyi River according to the water quality standards stipulated by the state and the province. Seventh discharge of water pollutants, shall not exceed the national or provincial standards for the discharge of water pollutants and the total control index of key water pollutants.
For counties (districts) that have exceeded the control target of total discharge of key water pollutants or failed to reach the improvement target of water environment quality, the Municipal People's Government will interview the main person in charge of the people's government of the county (district) and suspend the examination and approval of the environmental impact assessment documents of the new key water pollutant discharge construction projects in the county (district). Article 8 The city, county (district), township (town) and sub-district offices shall implement the river (lake) length system, and organize and lead the work of water resources protection, waterfront management, water pollution prevention and water environment management within their respective administrative areas.
Villages and communities where the main stream and tributaries of Qingyi River flow encourage the establishment of village-level river chiefs. Article 9 The people's governments of cities and counties (districts) shall incorporate the investment in water environmental protection in Qingyi River Basin into the fiscal budget at the corresponding level, and gradually increase the investment.
Encourage enterprises, social organizations and individuals to invest and donate to the water environment protection in Qingyi River Basin.
The people's governments of cities and counties (districts) shall use the funds raised through budget and other channels as a whole for water environmental protection such as water resources protection, waterfront management, water pollution prevention and control, and water environmental management in Qingyi River Basin. Article 10 The people's governments of cities and counties (districts) shall establish an emergency mechanism for the prevention and control of water pollution in Qingyi River Basin, do a good job in emergency preparation, emergency disposal and post-event recovery of sudden water pollution accidents, and conduct regular drills.
City and county (District) people's governments and relevant administrative departments shall establish a notification mechanism and a joint disposal mechanism for environmental violations and sudden environmental incidents. Eleventh city, county (District) people's government environmental protection departments should establish environmental protection integrity files of sewage units, truthfully record the sewage units to comply with laws and regulations on water environmental protection and assume responsibility for water environmental protection. The information recorded in the environmental integrity file is incorporated into the social credit system as the basis for the relevant departments to implement trustworthy incentives and disciplinary actions against dishonesty. Twelfth all units and individuals have the obligation to protect the water environment of Qingyi River basin, and have the right to discourage and report violations of these regulations.
Encourage and guide the village (neighborhood) committees to stipulate the relevant contents of water environment protection in Qingyi River Basin in the village rules and regulations, and guide the village (neighborhood) people to consciously safeguard the water environment in Qingyi River Basin.
City and county (District) people's governments shall strengthen the publicity and education of water environmental protection in Qingyi River Basin, and reward units and individuals that have made remarkable achievements in water environmental protection in Qingyi River Basin. Chapter II Protection of Water Resources Article 13 The following acts are prohibited in Qingyi River Basin:
(1) Discharging pollutants by means of concealed pipes, seepage wells, seepage pits, pouring or tampering with or forging monitoring data, or the abnormal operation of pollution prevention and control facilities, etc., and evading supervision;
(2) Fishing in a closed fishing area or during a closed fishing period, or fishing with prohibited fishing gear, fried fish, poisonous fish, electric fish and other methods that destroy fishery resources;
(three) the use of exotic species, hybrids, genetically modified species and other aquatic species that do not meet the ecological requirements for proliferation and release;
(4) Reclaiming rivers, lakes and reservoirs within the scope of river course management, building dikes, water blocking channels and roads, and buildings and structures that hinder flood discharge, and planting tall crops, reeds, willows, firewood forests and trees (except dike protection forests);
(5) Stacking, dumping, burying and discharging objects that pollute water bodies within the scope of river management, and cleaning vehicles and containers that have been filled with oil or toxic pollutants;
(6) Discharging or dumping toxic and harmful solid waste, waste water, waste residue or other wastes into water bodies, and cleaning vehicles and containers that have contained oil or toxic and harmful pollutants in water bodies;
(seven) other acts prohibited by laws and regulations.
