According to the tasks entrusted by the Ministry of National Defense, each military region is responsible for military service in its own region. National military service, under the leadership of the State Council and the Central Military Commission (CMC), is the responsibility of the Ministry of National Defense. Before the start of conscription 15 days, units at or above the military level shall send liaison teams to contact the conscription office of the relevant provincial people's government to agree on the division of conscription areas, handover methods of recruits, resettlement guarantee schemes and other related matters. The handover of recruits takes the form of sending soldiers by military service organs, self-reporting of recruits and receiving soldiers by troops. Relying on military professional training institutions or military academies to set up recruit training institutions and organize recruit training in a centralized and unified way, the military service organs shall send soldiers or recruits to report themselves; Soldiers who have special requirements for political, physical conditions or professional skills are generally sent by the army to pick up the soldiers; Other recruits are generally army leaders.
