A few days ago, the Ministry of Education and other eight departments revised the "Regulations on the Management of Students' Internship in Vocational Schools" promulgated and implemented on 20 16, further clarifying the norms of students' internship behavior and delineating the "red line" of internship management. Aiming at the problems of improper practice content, compulsory practice and fee-based practice, this paper puts forward 1 "no" and 27 "no", and clarifies the treatment provisions. Details are as follows:
Practice is an important teaching link in vocational education. It is not only a necessary way for professional learning and technical skills training, but also an important way to temper one's will, get familiar with the post in advance and guide integration into society. Therefore, we must attach great importance to and standardize management. A few days ago, the Ministry of Education, together with the Ministry of Industry and Information Technology and other eight departments, made an in-depth analysis of the new situation of job upgrading and career scene changes under the background of digital economy, focusing on the whole process of internship, focusing on key links, and persisting in treating both the symptoms and the root causes. On the basis of carrying out the special management of internship, the Regulations on the Management of Students' Internship in Vocational Schools, which was issued and implemented on 20 16, was revised, which further clarified the norms of students' internship behavior and delineated the "red line" of internship management. The revised regulations consist of 8 chapters and 50 articles, including general principles, internship organization, internship management, internship assessment, safety responsibility, safeguard measures, supervision and handling, and supplementary provisions. Compared with the original regulations, the revised regulations further clarify the responsibilities, rights and obligations of all parties in the internship and standardize the basic requirements of each link in the internship process. The main revisions are as follows:
First, further emphasize the nature of internship and optimize the connotation and boundary. It is emphasized that the essence of students' practice is a teaching activity and an important link in practice teaching. Adapt to the changes of professional scenes and post forms in the digital age, redefine the classification of internships, and unify "internship with post" and "internship with post" into "internship with post"; Qualified productive training base, factory lieutenant colonel, school factory and virtual simulation training base can be used as internship units.
The second is to put forward a series of measures for the practical governance level of vocational schools. Clarify the specific conditions for schools to choose internship units, and require that the list of internship units be reviewed and made public by school-level party organizations. In case of unexpected events or major risks during the internship, it should be classified and controlled according to the requirements of territorial management.
The third is to promote the deep integration of internship into school-enterprise cooperation. Support the combination of exploration and apprenticeship training, through various forms of practical teaching reform such as practical training in secondary and higher vocational schools, stipulate that vocational schools give priority to enterprises (institutions) that have stable cooperative relations with schools, and encourage and guide enterprises (institutions) to set up internship posts and publish job information according to a certain proportion of the total number of posts. Accelerate the full coverage of student internship insurance.
The fourth is to strengthen coordination between departments and localities. The education department shall, jointly with relevant departments, establish a collaborative implementation mechanism for internship management, and the departments of industry and information technology, finance, human resources and social security, emergency management, state-owned assets supervision, market supervision, banking supervision, etc. shall, according to their respective duties, encourage and support schools and internship units to carry out student internships, and at the same time seriously pursue responsibility and accountability for violations. Inter-provincial practice should be approved by the school authorities in advance and reported to the provincial authorities for the record according to the procedures. Relevant provinces should establish a normalized cooperation mechanism for inter-provincial internships.
The fifth is to delimit the "red line" of internship management. In view of the problems such as improper internship content, compulsory internship, fee-based internship, simple repetitive work, participation of intermediary agencies, and illegal overtime and night shift, the "red line" is further clarified, and 1 no and 27 nos are put forward, and the regulations are clearly dealt with to effectively protect the legitimate rights and interests of internship students. The demonstration text of the internship agreement is issued for the first time, and it is clear that the internship can only be carried out after the agreement is signed by the vocational school, the internship unit and the students.
In the next step, the Ministry of Education, together with relevant departments, will further unblock the channels for policy consultation and situation reporting, and carry out special investigations and key spot checks in combination with education supervision, public security management, safety production inspection, occupational health supervision and inspection, labor security supervision, and industrial and commercial law enforcement. Relevant departments of all localities should regularly organize self-examination and strengthen daily supervision in accordance with the principles of "safety must be in charge of the industry, business, production and operation" and "who is in charge and who is responsible", especially to strengthen the safety management of practice and improve the emergency response system and mechanism, and severely deal with and jointly punish vocational schools, practice units and relevant responsible persons who violate these provisions according to laws and regulations. During the winter vacation, vocational colleges around the country should conscientiously implement the "Regulations" and organize the management of winter vacation internship in combination with local epidemic prevention and control requirements.
