According to the Regulations on Chinese-foreign Cooperation in Running Schools and the relevant provisions of its implementation methods, as well as the results of the expert group's on-the-spot investigation, the School of International Information and Software of Dalian University of Technology-Ritsumeikan University was jointly established by Dalian University of Technology and Ritsumeikan University of Japan, and its English translation is DUT- Rui International School Information Science &; Engineering design.

In order to better serve the national information industry and social development, and comply with the requirements of "running a number of demonstrative Chinese-foreign cooperatively-run schools" in the Outline of the National Medium-and Long-term Education Reform and Development Plan, with the approval of the Ministry of Education, Dalian University of Technology and Ritsumeikan University of Japan jointly established the School of International Information and Software of Dalian University of Technology-Ritsumeikan University.

This college is the first Sino-foreign cooperative education institution established by China and Japan at the undergraduate level of higher education. It is a model of "complementary advantages" and "strong alliance" of well-known universities in China and Japan, and it has created a precedent for China and Japan to cooperate in running schools in high-level degree education.

Dalian University of Technology-Ritsumeikan University School of International Information and Software, combining the advantages of software engineering disciplines of Dalian University of Technology and Ritsumeikan University, * * jointly formulated a curriculum system oriented to the needs of the international information industry and centered on the cultivation of comprehensive quality and innovation ability, and constructed an international talent training program of "curriculum integration, two-way access, mutual recognition of credits, professor guidance and classmate learning", providing "2+2".
