37. Candidates fill in the form voluntarily. The way, time and method of candidates' voluntary reporting shall be specified by the provincial admissions committees according to the actual enrollment work in the region and announced to the public. The setting and filling method of the candidate's volunteer form should be conducive to reflecting the candidates' willingness to apply for the exam, to admission management and to the admission of freshmen in colleges and universities.
38. Under the unified leadership of the Ministry of Education, the enrollment work of colleges and universities is organized and implemented by the provincial admissions committees.
4 1. The provincial recruitment committees comprehensively consider and determine the admission control scores of each batch or corresponding enrollment type according to the number of enrollment plans arranged by colleges and universities in this province (autonomous regions and municipalities) and the examination results of candidates.
