Students whose school status (or household registration) is inconsistent with their school (or place) due to reasons such as insufficient household registration and grades.

There are two understandings of "borrowing":

The original regulation: ordinary high schools can charge school selection fees, but they cannot charge borrowing fees. In the compulsory education stage, schools (primary schools and junior high schools) can charge borrowing fees, but they cannot charge school selection fees.
