For members who have been sent abroad to study or work for more than half a year, the organizational relationship of the League should be transferred, and the Communist Youth League organizations of all provinces, municipalities and autonomous regions or the Communist Youth League committees (political organs) of the central ministries and commissions should introduce them to the Organization Department of the League Central Committee, or entrust the Organization Department of the League Central Committee to handle them.

Members who study abroad at their own expense and go abroad for a short time due to personal reasons do not need to transfer organizational relations, nor do they need to issue proof of membership. Their organizational relationship and membership card are kept by the original organization.
