Thank you for inviting me. As we know, the leaders of colleges and universities in China all have administrative levels, and each has its own division of labor. Let's talk about this problem.

First, the level of university leaders.

1, vice-ministerial universities:

There are 39 985 colleges and universities, among which 32 secretaries and principals enjoy the treatment of deputy ministerial level, and they are deputy ministerial level cadres managed by the central government, so people are used to calling them deputy ministerial level colleges (strictly speaking, this name is not accurate enough).

They are:

The first (top 9) Nine-School Alliance: Peking University, Tsinghua University, Zhejiang University, University of Science and Technology of China, Nanjing University, Fudan University, Shanghai Jiaotong University, Xi Jiaotong University and Harbin Institute of Technology.

Phase I (other 20): Beijing Institute of Technology, Nankai University, Tianjin University, Sun Yat-sen University, Shandong University, Huazhong University of Science and Technology, Jilin University, Xiamen University, Wuhan University, Southeast University, Central South University, Northwestern Polytechnical University, Dalian University of Technology, Chongqing University, Sichuan University, Beihang University, Lanzhou University, Tongji University, Beijing Normal University and China Renmin University.

The second stage (3 universities): China Agricultural University, National University of Defense Technology and Northwest A&F University.

It should be noted that for military academies, the former National Defense Science and Technology University was the highest, belonging to the deputy corps level, and was reduced to the regular corps level after the military reform.

2. Bureau-level universities:

All the 32 deputy ministerial colleges have removed one college and two colleges.

Including: 7 985 universities, 2 1 1 universities (except 985) and all other ordinary undergraduate universities.

3, deputy bureau level schools:

All public higher vocational colleges.

Second, the level and division of labor within the university.

The secretaries and principals of the 32 985 colleges and universities mentioned above are all deputy ministerial level, and the executive deputy secretaries and executive vice presidents are all main hall level. For example, the executive vice president of Peking University is the main hall according to the current policy. The general deputy secretary and vice president are the deputy halls, while the principal secretaries of other ordinary undergraduate colleges are generally the main hall-level structures.

The Regulations on Grass-roots Organizations of China Production Party Colleges and Universities clearly stipulates that colleges and universities implement the principal responsibility system under the leadership of the Party Committee. The Party Committee becomes the highest leading body of the university, and the president must be responsible to the Party Committee, so the secretary naturally becomes the head of the highest leading body of the university.

This is consistent with the provincial system, but it is different from primary and secondary schools. Primary and secondary schools implement the principal responsibility system, and the principal is the top leader.

The university secretary presides over the daily work of the party Committee and has the greatest influence on major decisions. The principal is the legal representative of the school and is responsible for the education, teaching and administration of the school. The principal must implement the decision of the party committee.
