In particular, state-owned enterprises (or enterprises and institutions) that have been merged, bankrupt or restructured, or even a large number of employees of state-owned enterprises have left state-owned enterprises, and their personnel files have been transferred to city or county talent centers, county promotion centers or industry talent service institutions for management. Many college students have not found jobs for the time being after graduation, and their files are managed by the Student Affairs Center of the Municipal Education Commission. The personnel files of a large number of labor dispatch personnel and personnel agents are also managed by the above-mentioned file management institutions.
