For the deaf in China, the national enrollment schools include Beijing Union University School of Special Education, Tianjin University of Technology School of Deaf, Changchun University and Zhengzhou Normal University. These four are for the whole country.

There are more than a dozen universities that recruit deaf people, but all of them only recruit locals. You can ask the local admissions office or the local education bureau.
