Finally, Article 5 of the Law on Exit and Entry of Citizens of China, People's Republic of China (PRC): A citizen of China may apply to the public security organ of the city or county where his/her registered permanent residence is located if he/she leaves the country for private reasons, except in the circumstances specified in Article 8 of this Law.
