2. National education refers to academic qualifications recognized by the state. Including primary education (primary school), secondary education (junior high school) and higher education (university).

At present, China's national education and higher education qualifications are divided into four levels: junior college, undergraduate, master and doctor.

There are three kinds of higher education diplomas in national education: general higher education diploma (that is, general enrollment plan higher education diploma), adult higher education diploma and higher education self-study examination diploma. These three types of academic certificates are issued to graduates of higher education held by independent colleges (including adult colleges and military colleges, and institutions providing modern distance education), adult colleges (namely, radio and television universities, workers' colleges, farmers' colleges, education colleges, and independent correspondence colleges), private colleges with academic qualifications, and higher education self-study exams held by social forces. The state recognizes the academic certificates issued by ordinary institutions of higher learning (including scientific research institutions that train graduate students), adult institutions of higher learning and private schools with academic qualifications approved by the state education authorities. In addition, they have passed the self-study examination, the self-study examination graduation certificates issued by the self-study examination committees of all provinces (autonomous regions and municipalities directly under the Central Government) authorized by the the State Council Self-study Examination Committee, the graduation certificates obtained by students enrolled in full-time ordinary classes in adult colleges and military colleges approved by the national education authorities, the graduation certificates issued by diploma examination schools, the graduation certificates issued by higher education organized by ordinary colleges and universities in the form of distance education, and the academic certificates issued in accordance with the Interim Provisions on the Administration of Academic Certificates in Colleges and Universities of the People's Liberation Army of China. Starting from 1993, the state began to uniformly print higher education diplomas. Since 200 1, the electronic registration system has been implemented in the management of academic certificates in higher education in China, and the National College Students Information Consulting and Employment Guidance Center has been entrusted to be responsible for the electronic registration of academic certificates. After 200 1, the academic certificates can be found on the China Higher Education Student Information Network (www.chsi.com.cn) registered by the center, and the academic qualifications can be found on this network. Others that do not conform to the format of higher education graduation certificate in the national education sequence, such as "diploma" certificates issued by party schools at all levels, diplomas issued by military schools at all levels to local students without the approval of local education administrative departments, distance education diplomas without the approval of national education administrative departments, "professional certificates", "academic certificates" and "graduation certificates" issued by various schools and certificates equivalent to junior college graduation "issued by various units without higher education qualifications, do not belong to the national education sequence graduation.

Graduates of general enrollment plan are a kind of national education graduates. Including: general primary education graduates (primary schools) enrollment plan, general secondary education graduates (junior high schools and senior high schools) enrollment plan and general higher education graduates (universities) enrollment plan. Graduates of general higher education enrollment plan are referred to as ordinary college graduates for short. The most typical feature is that the graduation certificate is marked with the words "graduation certificate of ordinary colleges and universities".

Ordinary high school and technical secondary school graduates belong to the general enrollment plan. Graduates from vocational high schools, vocational secondary schools and other specialties are not included in the enrollment plan of ordinary high schools and secondary schools, and they are not graduates of the ordinary enrollment plan.

Students enrolled by local military academies are not part of national education if they are not recognized by the Central Military Commission and the Ministry of Education. Although it is recognized by the Central Military Commission and the Ministry of Education, there is no dispatch certificate issued by the competent education department, and its academic qualifications are regarded as adult education qualifications in national education, but it is not a graduate of the general enrollment plan.

Whether the academic qualifications obtained through domestic online education are regarded as "graduates of ordinary colleges and universities" must be certified by the education authorities. If you don't have relevant certificates at the time of qualification review, you can't be regarded as an "ordinary college graduate".
