In order to promote the growth of scientific talents in China, improve the academic level of various disciplines, develop education and scientific undertakings, and meet the needs of socialist modernization, these regulations are formulated.

Article 2 Citizens who support the leadership of the Communist Party of China (CPC) and the socialist system and have a certain academic level may apply for corresponding degrees in accordance with the provisions of these Regulations.

Article 3 Degrees are divided into bachelor's degree, master's degree and doctor's degree.

Article 4 Undergraduate graduates of institutions of higher learning who meet the following academic standards and achieve excellent results shall be awarded a bachelor's degree:

(a) a good grasp of the basic theory, professional knowledge and basic skills of this discipline;

(two) have the initial ability to engage in scientific research or professional and technical work.

Article 5 Postgraduates from institutions of higher learning and scientific research institutions or persons with the same academic qualifications as postgraduates shall be awarded a master's degree after passing the master's degree course examination and thesis defense and reaching the following academic level:

(a) to master the solid basic theory and systematic professional knowledge of this discipline;

(2) Having the ability to engage in scientific research or independently undertake professional and technical work.

Article 6 Postgraduates from institutions of higher learning and scientific research institutions, or persons with the same academic qualifications as postgraduates, who have passed the doctoral degree course examination and thesis defense and reached the following academic level, shall be awarded a doctoral degree:

(a) to master the solid and extensive basic theory and systematic and in-depth professional knowledge of this discipline;

(2) Having the ability to engage in scientific research independently;

(3) Creative achievements in science or professional technology.

Article 7 A degree committee shall be established in the State Council, which shall be responsible for leading the work of conferring academic degrees nationwide. The Academic Degrees Committee shall have a chairman, vice-chairmen and several members. The chairman, vice-chairman and members shall be appointed and removed by the State Council.

Article 8 A bachelor's degree shall be awarded by an institution of higher learning authorized by the State Council; Master's degree and doctor's degree are awarded by institutions of higher learning and scientific research institutions authorized by the State Council.

The list of institutions of higher learning and scientific research institutions (hereinafter referred to as degree-conferring units) and disciplines that can award degrees shall be put forward by the Academic Degrees Committee of the State Council and published after approval by the State Council.

Article 9 A degree-conferring unit shall set up a academic degree evaluation committee and organize a thesis defense committee in related disciplines.

The dissertation defense committee must be attended by relevant experts from other units, and its members shall be selected and decided by the degree-conferring unit. The list of academic degree evaluation committee members shall be determined by the degree-granting unit and reported to the relevant departments of the State Council and the Academic Degrees Committee of the State Council for the record.

Article 10 The dissertation defense committee is responsible for examining master's and doctoral dissertations, organizing defense, and making decisions on whether to grant master's and doctoral degrees. The resolution was passed by secret ballot by more than two thirds of all members and submitted to academic degree evaluation committee.

Academic degree evaluation committee is responsible for reviewing the list of bachelor's degree winners; Be responsible for deciding whether to approve the resolution of conferring master's degree or doctor's degree submitted by the dissertation defense committee. This decision was made by secret ballot and passed by more than half of all members. Decide on the list of master's degrees or doctor's degrees and report it to the State Council Academic Degrees Committee for the record.

Eleventh degree-conferring units shall, after making a resolution on conferring degrees in academic degree evaluation committee, issue corresponding degree certificates to degree winners.

Twelfth graduate students who graduated from non-degree-conferring units may apply for degrees from the degree-conferring units nearby upon the recommendation of the original units. With the approval of the degree-granting unit, those who have reached the academic level stipulated in these regulations through thesis defense will be awarded corresponding degrees.

Thirteenth important works, inventions, discoveries or progress in science or professional technology, recommended by relevant experts, with the consent of the degree-conferring unit, can directly participate in the doctoral thesis defense without examination. Those who pass the thesis defense will be awarded a doctorate.

Fourteenth outstanding scholars or famous social activists at home and abroad may be awarded honorary doctorates upon nomination by the degree-conferring units and approval by the the State Council Academic Degrees Committee.

Fifteenth foreign students studying in China and foreign scholars engaged in research work may apply for degrees from degree-conferring units. Those who have the academic level stipulated in these regulations shall be awarded corresponding degrees.

Article 16 Non-degree-conferring units and academic organizations may raise objections to the degree-conferring units or the the State Council Academic Degrees Committee when they hold different opinions on the resolutions and decisions on degree conferring. The degree-conferring unit and the the State Council Academic Degrees Committee shall study and deal with the objections raised.

Seventeenth degree-conferring units, if found to have serious violations of the provisions of this Ordinance, such as fraud, may revoke the awarded degree after reconsideration by academic degree evaluation committee.

Article 18 the State Council may suspend or revoke the qualification for conferring academic degrees of the units that have approved the conferment of academic degrees when it is confirmed that they cannot guarantee the academic level of the conferred academic degrees.

Article 19 The measures for the implementation of these Regulations shall be formulated by the State Council Academic Degrees Committee and submitted to the State Council for approval.

Article 20 These Regulations shall come into force on June 20 1 1 5438+09811.

Academic Degrees Committee of the State Council

Provisions on conferring master's and doctor's degrees on persons with the same academic qualifications as graduate students.

Article 1 In order to promote the growth of high-level professionals in China through multiple channels, meet the needs of socialist modernization, and do a good job in awarding master's and doctoral degrees to people with the same academic qualifications as graduate students, these Provisions are formulated in accordance with the Regulations on Academic Degrees in People's Republic of China (PRC) and the Interim Implementation Measures for the Regulations on Academic Degrees in People's Republic of China (PRC).

Article 2 Any person who supports the Constitution of People's Republic of China (PRC), abides by laws and regulations, has good conduct, has made achievements in teaching, scientific research, professional technology and management, has the same academic ability as graduate students, and the academic level or professional technology level reaches the standard for degree conferring (hereinafter referred to as equivalent academic ability), may apply to the relevant degree conferring units for conferring master's and doctor's degrees in accordance with these Provisions.

Article 3 With the approval of the the State Council Academic Degrees Committee, a unit with the right to confer master's and doctor's degrees on persons with the same academic qualifications may confer master's and doctor's degrees on persons with the same academic qualifications in disciplines and majors that have already conferred postgraduate degrees.

Article 4 The standards for awarding academic degrees at all levels shall be implemented in accordance with the Regulations on Academic Degrees in People's Republic of China (PRC) and the Interim Measures for the Implementation of the Regulations on Academic Degrees in People's Republic of China (PRC).

Article 5 Measures for granting professional degrees to persons with the same academic qualifications shall be formulated separately with reference to these Provisions.

Application and award of master's degree

Article 6 Qualification examination

(a) the applicant must have obtained a bachelor's degree, and have worked for more than three years after obtaining the bachelor's degree, and have made achievements in the major of the degree applied for or similar majors.

(2) The applicant shall submit the following materials to the degree-conferring unit within the time limit prescribed by the degree-conferring unit:

1. Bachelor's degree certificate;

2. Final academic certificate;

3. Published or published academic papers, monographs or other achievements related to the degree application;

4. The applicant's resume, ideological and political performance, work achievements, scientific research achievements, professional ability, theoretical basis, professional knowledge and foreign language level provided by the applicant's unit to the degree-granting unit (seal, stamp).

(3) The degree-conferring unit shall collect all the above materials within the prescribed time limit and conduct qualification examination on the applicant. To determine an applicant who has the qualification to enter the examination, according to the requirements of Article 7 of these Provisions, the applicant shall be deemed to have the same academic qualifications.

Article 7 Determination of equivalent academic ability

The degree-granting unit shall determine whether the applicant has the equivalent academic ability of a master's degree from the following three aspects.

(a) the applicant's achievements in teaching, scientific research, professional technology and management.

(two) to identify the professional knowledge structure and level of the applicant.

1, the course examination organized by the degree-granting unit.

The administrative department of degree and postgraduate education of the degree-granting unit shall organize the examination of qualified applicants in accordance with the courses specified in the postgraduate training plan. The examination should be conducted in the degree-granting unit in strict accordance with the examination requirements and marking standards of graduate students of the same major.

2. Level test organized by the state.

(1) Applicants should apply for the national unified examination of foreign language proficiency of graduate students through personnel with equivalent academic qualifications (transcripts are directly provided by the examination department);

(2) Applicants should apply for the national unified examination of the comprehensive level of master's degree subjects through people with the same academic qualifications (transcripts are directly provided by the examination department).

From the date of passing the qualification examination, the applicant must complete all the course examinations organized by the degree-granting unit and the grade examinations organized by the state within four years, and the results are qualified. If you fail to pass the course examination and the national examination within four years, this application is invalid.

(3) Identification of the level of dissertations.

Applicants should submit their papers within one year after passing all the exams. The degree-conferring unit shall designate a tutor to give necessary guidance to the applicant's thesis. The thesis defense should be completed within half a year after the applicant submits the thesis.

1, paper requirements.

The paper submitted by the applicant should have new views on the research topic, indicating that the author has the ability to engage in scientific research, management or independently undertake specialized technical work.

Papers, works, inventions, discoveries, etc. If the applicant cooperates with others, and if it is really done by himself independently, he can organize it into a degree thesis, a written opinion signed by the host of the work or a letter of proof from other authors who jointly published the paper and works, and the papers and works completed in cooperation.

Thesis should be written in Chinese, and there should be Chinese and foreign abstracts.

2. Summary of the paper.

(1) paper reviewer: the degree-conferring unit shall employ at least 3 experts with senior professional and technical positions as paper reviewers. The reviewers of papers should be experts with strong sense of responsibility, decent style of study, profound academic attainments in corresponding disciplines and scientific research achievements in recent years. At least one of the reviewers hired is an expert outside the degree-granting unit and the applicant's unit. The degree-conferring unit shall not employ the applicant's tutor as the reviewer of the thesis.

Thesis should be submitted to the reviewer by the relevant administrative department of the degree-conferring unit two months before the thesis defense date.

When a paper is submitted for review, the name of the reviewer shall not be informed to the applicant, and the review opinions shall be transmitted in a sealed manner.

(2) Paper review: The paper reviewer should carefully review whether the paper reaches the master's degree level according to the requirements of the paper, and put forward suggestions and requirements for revision.

3. thesis defense.

(1) Composition of the thesis defense committee: The thesis defense committee consists of at least 5 experts with senior professional and technical positions, at least 3 of whom are graduate tutors, and 1 is an expert outside the degree-granting unit and the applicant's unit. The applicant's tutor cannot be employed as a member of the thesis defense Committee. The composition of the thesis defense committee shall be approved by the degree-granting unit academic degree evaluation committee.

The relevant administrative department of the degree-conferring unit shall submit the thesis to the members of the thesis defense committee half a month before the thesis defense date.

(2) Thesis defense: According to the defense situation, the thesis defense committee decides whether to recommend granting a master's degree. The resolution shall be adopted by secret ballot, with the consent of more than two thirds of all members. After the chairman of the thesis defense Committee signs the resolution, it is submitted to the degree evaluation Subcommittee for consideration. The thesis defense should be recorded in detail. Thesis defense should be held in public.

(3) The thesis defense failed, and this application is invalid. If the thesis defense fails, but the thesis defense committee suggests that the thesis be revised and re-defended, the applicant can re-defend once within six months to one year. If the defense fails after the deadline or the applicant fails, the application is invalid.

Applicants may not apply to more than two degree-granting units at the same time.

Article 8 Degree conferring

The applicant has passed the recognition of equivalent academic qualifications, obtained the consent of the degree evaluation sub-committee of the degree-granting unit, and submitted it to academic degree evaluation committee for approval, and was awarded a master's degree and a degree certificate.

Application and award of doctoral degree

Article 9 Qualification examination

(a) the applicant must have obtained a master's degree and worked for more than five years after obtaining the master's degree.

(2) Applicants should make outstanding achievements in teaching, scientific research, professional technology and other fields, independently publish high-level academic papers or monographs in the subject areas for which they apply for degrees, and their scientific research achievements will be awarded at or above the national level.

(3) Persons with the same academic qualifications who have the basic conditions for applying for a doctoral degree shall submit the following materials to the degree-conferring unit within the time limit prescribed by the degree-conferring unit:

1. Master's degree certificate;

2. Final academic certificate;

3. Prepare dissertations for applying for doctoral degrees;

4. Proof materials of published academic papers, published monographs and scientific research achievement awards;

5. The applicant's unit introduces the applicant's resume, ideological and political performance, work achievements, scientific research achievements, professional ability, theoretical basis, professional knowledge and foreign language level to the degree-granting unit (seal);

6. Letter of recommendation (seal) from two professors or experts with the same professional and technical positions, including at least one doctoral supervisor.

The degree-conferring unit shall organize an expert group to examine the qualifications of the applicant within the prescribed time limit. An applicant who is recognized as having the qualification to apply for the examination shall be recognized as having the same academic qualifications in accordance with the requirements of Article 10 of these Provisions.

Article 10 Determination of equivalent academic ability

The degree-conferring unit determines whether the applicant has the equivalent academic ability of doctoral graduation from the following three aspects.

(1) Appraisal of the applicant's achievements in teaching, scientific research and professional technology.

(two) to identify the professional theoretical basis, knowledge structure and level of the applicant.

The administrative department of degree and postgraduate education of the degree-granting unit shall deal with the applicants who have passed the qualification examination and organize the examination according to the courses stipulated in the doctoral training plan. From the date of passing the qualification examination, I have completed all the course examinations within one year with qualified results. If you fail the course exam, this application is invalid.

For those who have important works, inventions, discoveries or developments in science or special technology, with the recommendation of relevant experts and the consent of the degree-granting unit, they may be exempted from part or all of the course examinations and directly apply for doctoral thesis defense.

(3) Identification of the level of dissertations.

The defense of doctoral thesis should be completed within one year after the applicant has passed all the course examinations. The degree-conferring unit shall designate a doctoral tutor to give necessary guidance to the applicant's thesis.

(1) The doctoral thesis submitted by the applicant should be the result of my own work practice, which shows that the author has the ability to engage in scientific research independently and has achieved creative results in science or special technology.

(2) Papers, works, inventions and discoveries, etc. The part completed by the applicant in cooperation with others, which is really completed by myself independently, can be arranged by me to apply for a degree thesis, with written opinions signed by the host of the work, proof materials of other authors who have jointly published papers and works, papers and works completed by cooperation, etc.

(3) The paper should be written in Chinese, with Chinese and foreign abstracts attached.

(4) The applicant must go to the degree-granting unit and participate in scientific research related to the thesis for a period of not less than three months under the guidance of the doctoral tutor designated by the unit. Applicants should report their thesis work at the authorized point of the degree-granting unit in the corresponding discipline and accept inquiries.

2. Summary of the paper.

(1) paper reviewer: the degree-conferring unit shall employ at least 5 professors or experts with the same professional and technical positions as paper reviewers, including at least 3 experts from the degree-conferring unit and the applicant's unit. Thesis reviewers should be experts with strong sense of responsibility, decent style of study, profound academic attainments in corresponding disciplines and outstanding scientific research achievements in recent years. Applicants' tutors and referees cannot be employed as reviewers of papers.

Thesis should be submitted to the reviewer by the relevant administrative department of the degree-conferring unit three months before the thesis defense date.

The applicant shall not be informed of the name of the examiner, and the examination opinions shall be transmitted in a sealed manner.

(2) Thesis review: Thesis reviewers should carefully review whether the thesis has reached the doctoral degree level according to the requirements of the thesis, and put forward review opinions and revision opinions on the thesis.

3. thesis defense.

(1) Composition of the thesis defense committee: The thesis defense committee consists of no less than 7 experts with senior professional and technical positions, including at least 4 doctoral supervisors and 2 experts outside the degree-granting unit and the applicant's unit. Applicants' referees and tutors cannot be employed as members of the thesis defense Committee. The composition of the thesis defense committee shall be approved by the degree-granting unit academic degree evaluation committee.

The relevant administrative department of the degree-conferring unit shall submit the thesis to the members of the thesis defense committee one month before the thesis defense date.

(2) Thesis defense: According to the defense situation, the Thesis Defense Committee makes a decision on whether to recommend granting a doctorate. The resolution shall be adopted by secret ballot, with the consent of more than two thirds of all members. After the resolution is signed by the chairman of the thesis defense Committee, it is submitted to the degree evaluation Subcommittee. The thesis defense should be recorded in detail. (3) The thesis defense failed, and this application is invalid. If the thesis defense fails, but the thesis defense committee suggests that the thesis be revised before defense, it can be defended again within six months to two years; If the defense is still not passed or the applicant fails to apply within the time limit, the application is invalid.

Article 11 Degree conferring

The applicant has passed the recognition of equivalent academic qualifications, with the consent of the degree evaluation sub-committee of the degree-granting unit, reported to academic degree evaluation committee for approval, and made a decision to grant a doctorate; The name of the degree conferer and the title of his doctoral thesis shall be announced to the society or the applicant's unit in time, and a degree certificate shall be issued after a three-month dispute period.

Applicants may not apply to more than two degree-granting units at the same time.

Organization and management

Twelfth degree-conferring unit academic degree evaluation committee should strictly implement the examination and approval procedures and conscientiously perform their duties when approving the granting of master's and doctor's degrees to persons with the same academic qualifications. Academic degree evaluation committee office or the corresponding institution is responsible for organizing the qualification examination, course examination, thesis review and thesis defense of the applicant. Should be equipped with full-time personnel to deal with daily work.

Article 13 A degree-conferring unit shall accept the expenses required for applying for a degree by persons with the same academic qualifications, and the degree-conferring unit shall make reasonable provisions with reference to the relevant funding standards for graduate students.

Article 14 According to the provisions of Article 24 of the Interim Measures for the Implementation of the Regulations on Academic Degrees in People's Republic of China (PRC), an applicant can enjoy a holiday of no more than two months for preparing for the degree course examination or thesis defense after passing the qualification determination.

The unit where the doctoral degree applicant works shall allow the applicant to participate in scientific research related to the thesis in the degree-conferring unit for not less than three months.

Fifteenth degree-conferring units shall, in accordance with the relevant provisions of the the State Council Academic Degrees Committee, issue degree certificates to people with the same academic qualifications and submit degree papers to the relevant units. The degree certificate needs to be numbered separately.

Article 16 A degree-conferring unit shall establish a file management system for persons with the same academic qualifications to apply for degrees.

Article 17 A degree-conferring unit shall, in accordance with these Regulations, formulate detailed rules for the implementation of the work of conferring master's and doctor's degrees on persons with the same academic qualifications.

quality monitoring

Eighteenth degree-conferring units shall establish and improve the quality assurance and supervision system, and conduct self-examination and evaluation of the degree-conferring work of personnel with the same academic qualifications.

The higher authorities of the provincial degree committees and degree-conferring units should strengthen their leadership in this work and inspect and supervise the quality of the degrees awarded by degree-conferring units to people with the same academic qualifications.

The State Council Academic Degrees Committee Office organizes and implements the inspection and evaluation of the quality of degree conferring with equivalent academic qualifications.

Nineteenth in violation of the provisions, can not guarantee the quality of degree awarding units, by the the State Council Academic Degrees Committee to make corrections within a time limit, suspend or stop granting master's and doctoral degrees to graduate students with the same academic ability.

Article 20 These Provisions shall be promulgated and implemented after being adopted by the State Council Academic Degrees Committee.

Article 21 The the State Council Academic Degrees Committee shall be responsible for the interpretation of these Provisions.
