1928, Shandong Provincial Department of Education began to plan the establishment of rural normal education, advocating "mass education" and "survival education", arguing that in order to let ordinary people learn to survive, survival education should "start from the bottom, start from the primary education of farmers' children and the mass education of farmers, so that children and ordinary adults can have another concept of survival".
