Chapter I General Principles
Article 1 The Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and the relevant provisions of the Ministry of Education in order to standardize the enrollment of schools, improve the quality of students and ensure normal enrollment.
Article 2 The full name of the school is university of international business and economics, which is a state-run full-time ordinary institution of higher learning. It is a national key university directly under the Ministry of Education and jointly established by the Ministry of Education and the Ministry of Commerce. It is the first batch of "double first-class" discipline construction universities in China. The registration and school-running address is Huixin East Street 10, Chaoyang District, Beijing, and the school code is 10036. Article 3 university of international business and economics was established in 195 1. From 1953 to 1999, it was under the jurisdiction of the former Ministry of Foreign Trade and Economic Cooperation. In June 2000, the former China Institute of Finance and the former university of international business and economics merged to form a new university of international business and economics, which was placed under the charge of the Ministry of Education.
Article 4 Schools train all kinds of talents, including ordinary undergraduates, master students and doctoral students, by virtue of their distinctive discipline characteristics and professional advantages.
Chapter II Organizational Structure and Responsibilities
Article 5 Undergraduate enrollment in schools shall be under the unified leadership of the Admissions Committee, and the enrollment leading group shall make overall decisions, which shall be implemented by the Admissions and Employment Department. Major issues shall be examined and approved by the principal's office.
Article 6 The Admissions and Employment Department is responsible for the daily work of undergraduate enrollment, and its main responsibilities are:
1. Implement the policies, rules and regulations of the Ministry of Education and the provinces (autonomous regions and municipalities directly under the Central Government) on enrollment; Report the undergraduate enrollment work to the undergraduate enrollment work committee and the undergraduate enrollment work leading group, and implement relevant resolutions.
2. Collect and count the information needed for decision-making on important issues of undergraduate enrollment, and draw up various work plans for undergraduate enrollment.
3. According to the annual enrollment scale approved by the state and relevant regulations, prepare and submit the enrollment plan of our school by province and specialty.
4. Publicize and introduce the school situation and enrollment policy comprehensively and objectively to the parents of candidates and all sectors of society; Establish a feedback mechanism that regularly informs training units and relevant departments of enrollment information; Do a good job in the timely release and publicity of information, and accept the supervision of higher authorities, school discipline inspection and supervision departments and society.
5. Organize the implementation of school enrollment, and be responsible for coordinating and handling related issues in school enrollment.
6. Organize and coordinate the re-examination of new students.
Chapter III Enrollment Plan
Article 7 According to the actual situation of the school's talent training objectives, school conditions and other factors, comprehensively consider the number of candidates, the quality of students and the coordinated development of regions in various provinces (autonomous regions and municipalities directly under the Central Government), and combine the implementation of the school's student source plan and the employment situation of students in recent years to formulate a scientific and reasonable enrollment plan. After being approved by the Ministry of Education, the provincial enrollment department will announce it to the public.
Eighth enrollment work led by the Ministry of education, in accordance with the principle of "the school is responsible, the provincial admissions department supervision, enrollment and employment office implementation".
Article 9 Upon examination by the Ministry of Education, the school reserves a small number of plans within the annual enrollment scale approved by the state to balance the quality of students in all provinces (autonomous regions and municipalities directly under the Central Government). The reserved plan shall not exceed 1% of the total enrollment plan. When using the reserved plan, adhere to the principle of quality first, openness and transparency, and mainly put it in the provinces (autonomous regions and municipalities directly under the Central Government) where national policies require and high-quality students are concentrated.
Chapter IV Enrollment Types and Admission Rules
Article 10 In accordance with the Notice of the Ministry of Education on Doing a Good Job in the Enrollment of Ordinary Colleges and Universities in 2020 (Jiao Zhao [2019] No.4), and in line with the principles of openness, fairness and justice, the school will be comprehensively assessed and selected on the basis of merit.
Eleventh types of school enrollment include ordinary undergraduate and various special types of enrollment. Special types of enrollment include: foreign language students, college special programs, high-level art troupes, high-level sports teams, national special programs, mainland Xinjiang high school classes, mainland Tibet high school classes, ethnic minority preparatory classes, Xinjiang cooperation program (for people to test Chinese), Hong Kong, Macao and Taiwan joint recruitment, Hong Kong diploma examination enrollment, Macao students walk, and Taiwan Province students are exempted from taking exams.
Article 12 English candidates are limited to all majors except English, German, French, Spanish, Italian, Japanese, Arabic, Russian, Portuguese, Korean (Korean), Greek, Persian and Vietnamese. The school does not offer English courses for students who study non-English languages in senior high school, but requires such students to obtain English credits stipulated by the school during their school days and meet the school's requirements for English learning and skills in other aspects.
Article 13 When applying for admission, the school recognizes the admission authorities of all provinces (autonomous regions and municipalities directly under the Central Government) to give extra points to candidates according to the national policies of the Ministry of Education. If the same candidate has multiple policies, only the highest score is obtained, and the highest score shall not exceed 20 points. All college entrance examination plus points and scores shall not be used for enrollment projects that do not arrange provincial and professional enrollment plans.
Article 14 When determining the major to be admitted, students will be admitted from high score to low score according to the principle of giving priority to the scores of candidates in various provinces (autonomous regions and municipalities directly under the Central Government), and there will be no difference in professional volunteer grades (except for those in Zhejiang, Inner Mongolia and other provinces and cities that have special provisions on college entrance examination admission). In the case of the same grades, they will be admitted in turn according to the same sorting rules determined by the provincial admissions department. If the candidate's score line reaches the school admission control score line and meets the admission conditions, but does not reach the reported professional admission score line, those who obey the adjustment will be transferred to an incomplete major; Those who do not obey the adjustment will be dismissed.
Fifteenth in the case of insufficient first-choice students in non-parallel provinces, the school accepts candidates who are not the first choice and obey professional adjustment; When the enrollment plan has not been completed in parallel volunteer's investment provinces, voluntary recruitment will be carried out, and the remaining plans that have not been completed after voluntary recruitment will be transferred to other provinces with better student quality to complete the enrollment plan.
Article 16 The admission of previous students shall be handled in accordance with the relevant provisions of the admissions departments of all provinces (autonomous regions and municipalities directly under the Central Government).
Seventeenth relevant provisions on enrollment in some provinces (autonomous regions and municipalities directly under the central government)
1. Inner Mongolia Autonomous Region enrolls students according to the rules of "professional voluntary admission within the scope of enrollment plan 1: 1". That is to say, candidates who apply for this file will be admitted in the order of professional volunteers according to the total score of the college entrance examination within the planned number 1: 1. Those who quit this file will be admitted later.
2. The requirements for the academic level examination level of ordinary candidates in Jiangsu Province are AB+, 4C compulsory examination and qualified technical subjects. For the candidates who enter the archives, according to the way of "scoring first and then grading", combined with other indicators such as candidates' professional willingness and comprehensive quality evaluation, the admission and major are decided. The ranking order is A+A+, A+A, AA, A+B+, AB+. Candidates who are recognized by the school as high-level art troupes and special projects in colleges and universities must reach the same level in order to enjoy the corresponding preferential policies of the school; The subject level of high-level sports teams is implemented according to the regulations of Jiangsu Education Examinations Institute.
3. College entrance examination reform The requirements of provincial candidates for the scope of selected subjects must meet the requirements of the corresponding majors of the school in 2020.
Eighteenth foreign language students, high-level sports teams, high-level art troupes, colleges and universities enrollment and other enrollment matters, according to the relevant provisions of the Ministry of Education and the school enrollment brochures. The policy of sending foreign language students and high-level sports teams to major changes shall be implemented according to the relevant regulations of the Ministry of Education and the school.
Nineteenth candidates in the physical examination requirements, in accordance with the Ministry of education, the former Ministry of health, the China Disabled Persons' Federation issued the "Guiding Opinions on Physical Examination of Ordinary Colleges and Universities".
Twentieth freshmen, according to the provisions of the relevant documents of the Ministry of Education, will be qualified and physical examination. For freshmen who do not meet the admission requirements, the school will deal with them according to different situations until they are disqualified. Anyone who is found to be cheating will be disqualified.
Chapter V Supplementary Provisions
Twenty-first school tuition standard in 2020 is 6000 yuan/year for foreign language majors and 5000 yuan/year for other majors. According to the accommodation conditions, the school charges different standard accommodation fees, namely, 750 yuan/student/school year for boys' dormitory and 900 yuan/student/school year for girls' dormitory.
Twenty-second schools have comprehensive scholarships and various individual scholarships, with the highest award-winning ratio of 45% and the maximum scholarship amount of 20,000 yuan/student/year; At the same time, the school also implements measures such as reducing tuition fees, applying for national student loans, subsidies for special difficulties, and work-study programs for students with special financial difficulties. The maximum amount of national student loan is 8000 yuan/student/year. In addition, the school also contacted people from all walks of life to set up various scholarships on campus.

Chapter VI Others
Twenty-fifth articles of association are released to the public through the website of the school enrollment and employment office, the undergraduate enrollment website and the sunshine college entrance examination information platform of the Ministry of Education.
Article 26 The right to interpret these Articles of Association belongs to university of international business and economics.
Article 27 The Articles of Association shall come into force as of the date of promulgation and shall be applicable to undergraduate enrollment in university of international business and economics in 2020. If the enrollment policy is adjusted, the school will formulate the corresponding enrollment policy and announce it separately.
