I haven't seen any schools in English-speaking countries explicitly say that they don't recognize TOEFL. Here I refer to mainstream English learning countries, such as the United States, Canada, Britain and Australia.
It's just that the required grades may be relatively difficult for TOEFL. For example, if I apply for a master's degree, the University of Sydney needs IELTS 7, single item 6.5, TOEFL 100, single item 22 and writing 23. Personally, I think IELTS 7 is relatively simple. That's what discrimination means. Most schools in the Commonwealth discriminate against TOEFL in this way. Then the United States slightly discriminates against IELTS.
