The Law School of the University of International Business and Economics has a complete system of undergraduate, master and doctoral courses. The first-level discipline of law in the Law School was approved as a key discipline in Beijing, and the Law School was successfully selected as the first batch of excellent legal talent education and training bases in China, and was approved as an "applied and compound legal talent education and training base" and "foreign legal talent education and training base". Professor Su, deputy dean of the Law School of the University of International Business and Economics and director of the Consumer Protection Law Research Center of university of international business and economics, presided over the opening ceremony and announced the opening of the seminar. Professor He Shan, President of China Consumer Protection Law Research Association and Honorary Director of university of international business and economics Consumer Protection Law Research Center, delivered an opening speech. In his opening speech, President He Shan emphasized the importance of combining legal education and research closely with social reality and judicial practice. Subsequently, Professor He Shan awarded letters of appointment to the second batch of off-campus experts of 10 as the invited researcher of university of international business and economics Consumer Protection Law Research Center. They are Professor Xu from School of Economics and Law of Southwest University of Political Science and Law, Professor Wang Cheng from Peking University Law School, Professor Wang Yi from Law School of Renmin University of China, Professor Xiao Jianguo, Secretary-General Hao Qingfeng from China Consumer Protection Law Research Association, Vice President of Beijing No.3 Intermediate People's Court, Vice President of Beijing No.3 Intermediate People's Court Guo, President of Beijing Chaoyang District People's Court Li Youguang and Judge Zheng Huiyuan from Beijing No.3 Intermediate People's Court.
After the opening ceremony, Hou Jun, president of the Third People's Court of Beijing No.3 Intermediate People's Court, gave a briefing on the cases of protecting consumers' rights and interests tried by Beijing No.3 Intermediate People's Court, including the acceptance and characteristics analysis of the cases, summarized the opinions of the judges and suggestions, and raised controversial issues in the trial.
The academic discussion stage of the conference is divided into three units. The first unit was presided over by Zheng Huiyuan, a judge of Beijing No.3 Intermediate People's Court, and the topic was: Determination of "Fraud" in Article 55 of the Consumer Protection Law. Around this topic, Judge Ba Jingyan of Beijing No.3 Intermediate People's Court first made a keynote speech entitled "Punitive damages and consumer rights protection"; Judge Yan Weiwei of Chaoyang District People's Court in Beijing made a speech on the theme of "Fraud in Consumer Rights Protection Litigation Cases". After the above two judges expressed their practical views on this issue, four teachers from the Law School of the University of International Business and Economics also expressed their views on the same issue. The topic of Professor Matt's speech is "The Difference and Application between Fraud in Consumer Protection Law and Fraud in Traditional Civil Law"; Professor Xue Yuan gave a speech on the theme of "Consumer Fraud Prevention and Consumer Personal Information Protection"; Then, Associate Professor Feng Hui gave a speech entitled "New Problems in the Identification of Operator Fraud and Judicial Suggestions". In this unit, five speakers discussed the definition of' food that the seller knows does not meet the food safety standards' in Article 96 of the Food Safety Law. Two judges in the front line of trial practice spoke first. Judge Meng Rui of Beijing No.3 Intermediate People's Court gave a speech entitled "Punitive Compensation for Unsafe Food Sellers". The third unit of the academic seminar was presided over by Professor Li Jun. The topic of this unit was "Contract Establishment under the Condition of Online Shopping", and eight judges, experts and scholars made speeches in this unit. Judge Zheng Huiyuan first made a speech entitled "Difficulties in consumer proof and judicial determination in online shopping contract disputes"; Li Zenghui, vice president of the Second People's Court of Chaoyang District, Beijing, gave a speech on the topic of "Research on the Legal Issues of the Establishment of Online Shopping Contracts". Subsequently, Professor Xu from the School of Economics and Law of Southwest University of Political Science and Law gave a speech entitled "Some Understanding of Contract Establishment under the Condition of Online Shopping"; Professor Xiao Jianguo from the Law School of Renmin University of China gave a speech entitled "Evidence in Consumer Dispute Litigation". Professor Wang Yi from the Law School of Renmin University of China was unable to attend the meeting for some reason. Dr. Guo Zhijing attended the meeting on his behalf and delivered a speech entitled "Confirmation of Offer and Acceptance in the Process of Network Contract Concluding". Then, three teachers from the Law School of the University of International Business and Economics also gave speeches on this unit. Professor Ning gave a speech on the theme of "The establishment of online shopping contracts, the inclusion of format clauses in contracts and consumer protection"; Associate Professor Li Qingwu's lecture topic is "Legal Analysis of Contract Offer Screening under the Background of E-commerce"; At the end of the unit, Associate Professor Chen Hangping ended the discussion session of this forum with a speech entitled "Evidence Law in Online Shopping Disputes".
The closing ceremony of this forum was presided over by Professor Su, vice president of the Law School of the University of International Business and Economics and director of the Research Center for Consumer Protection Law of university of international business and economics, and Vice President Ma Qiang of the Beijing No.3 Intermediate People's Court made a closing speech. Ma Qiang, Vice President, summarized the main contents of this forum on China's Consumer Protection Law, and pointed out that since the revision of the Consumer Law for one year, both the theoretical circle and the judicial practice circle are facing many new problems. At the same time, the forum reached consensus on some issues, but there are still differences on some issues, which need further study.
