Editor's Note: Recently, the hotly debated "Viaduct Incident" has become a focus of Wuhan University. The following campus media reports and special comments, websites frequently visited by military academy students and angry messages and posts on BBS all reveal the deep concern of military academy students about the viaduct incident.
Some people say that the construction of viaduct around Wuda University is a disregard for university culture, while others say that the construction of viaduct is convenient for the surrounding citizens but wronged the beautiful scenery of teachers and students of Wuda University and Luojiashan. Some people resolutely resist the viaduct passing by us, while others persuade universities to make necessary concessions for urban construction.
However, what is the whole story? How many stories are hidden behind the viaduct? Today, Hadron will show you the three-dimensional landscape of the viaduct incident and take you to understand the reality behind it.
How to wire the viaduct?
According to the reporter, the viaduct under construction is part of the construction of Wuhan Second Ring Road. It extends from Luoshi South Road to Luoshi North Road, passes through the underground tunnel of Wuhan University of Technology, then turns on the viaduct, until the Ministry of Industry Chagang, and then goes underground. This section of viaduct is adjacent to the main entrance of Wuhan University and the key area of teaching and scientific research planned and constructed by our school? -Yangjiawan Science Zone and Faculty Living Area of Engineering Department.
The east section of the Second Ring Road (Wuhan University of Technology-Donghu Road) starts from the south side of the gate of Wuhan University of Technology on Luoshi South Road in the south and ends in front of Donghu Hotel on Donghu Road in the north, including the Wuhan University of Technology Tunnel, the viaduct from the intersection to Hongshan Auxiliary Road, Donghu Tunnel, the reconstruction of drainage channels along the line and the underground works of telephone poles. Luoshi Road Viaduct starts from the south side of the street crossing, passes through Wu Luo Road, Luoshi North Road and Bayi Road, and lands on the south side of Hongshan Auxiliary Road, with a total length of 2.2km and is designed as two-way four lanes. Among them, four ramps were built north of Luojiashan Road and Bayi Road. The viaduct connects the Wuhan University of Technology Tunnel in the south and the East Lake Tunnel in the north.
Is the viaduct good or not?
Municipal departments-relieving traffic pressure
In the planning of municipal departments, we can see the significance of the eastern section of Wuhan Second Ring Road to the whole urban transportation system.
First of all, the completed viaduct will play an important role in alleviating the traffic pressure in Wuhan. It is reported that it is expected that by the end of 2008, after the transformation of heaven and earth, Luoshi Road will become another main road running through the north and south of Wuchang, which will greatly alleviate the traffic congestion across the block. At present, the project will be an important part of the "30-minute unblocked project of the Second Ring Road" in Wuhan, which is of great significance for building a branch network, forming a reasonable road network structure, strengthening the coordination between BRT and conventional bus systems and rail transit, and building an intelligent traffic management system.
Secondly, the "newcomer king" of Wuhan business circle-"Jiedaokou business circle" happens to be around the Luoshi section of the Second Ring Road, and the whole business circle will be more popular because of the Second Ring Road. In addition, the intersection has always been a cultural area, where many universities such as Wuhan University, Huazhong Normal University and Wuhan University of Technology embrace each other. The completed viaduct will also bring infinite vitality to this "golden location" with concentrated consumption and strong purchasing power.
Neighboring residents-convenient for our life
Recently, the reporter visited shops and schools around Wuda University and near the crossroads to collect the views and opinions of nearby residents on this matter. During the visit, the reporter found that many people are full of expectations for the viaduct. The owner of a store on Wu Luo Road said that the viaduct is the main road after all, which will definitely ease the traffic jam on Wu Luo Road. When the reporter asked her what impact she thought it would have on Wuhan University, she said that whether the bridge was built or not should have no obvious impact on students.
Subsequently, the reporter got a similar answer in other stores, thinking that the construction of the viaduct will greatly ease the traffic pressure and facilitate the citizens to go to work. And think that the viaduct is still far from Wuhan University, which should not have much influence on students' travel.
The citizens seem to be more looking forward to the coming viaduct.
The reporter also walked into Hongshan Middle School near Quanyechang. Teacher Yang of Hongshan Middle School said: "The construction of viaduct is necessary because the traffic here is too crowded, which brings great inconvenience to students and teachers to go to school and work, but the erection place is not very good. The old building of Wuhan University and the scenery near Wuhan University are very old. If a modern viaduct is erected, it may be a bit uncoordinated. It is indeed imperative to build a viaduct.
Wu college students-we can't accept it.
In order to understand students' knowledge and attitude towards the viaduct incident in our school, Hadron News Center recently distributed 200 special questionnaires in Wuhan University to collect students' opinions and opinions.
Among nearly 200 questionnaires that were effectively collected, 57.38% of the students said that they had only heard of it, but they didn't know much about the specific progress, and 22.72% of the students had never even heard of it. It can be seen that most students have only a superficial understanding of the viaduct incident and have no clear understanding of the development and context of the whole incident.
In the questionnaire, the reporter can deeply feel the helplessness and anger of the students at the expense of Wu Da because of the construction of the viaduct. 68.6% of the students expressed disapproval of the construction of viaducts around Wuda University, and did not want to see Wuda become a victim of the century-old urban development. Most people think that a very important factor for Wuhan University to become a leader among many universities in China lies in its simple and elegant natural landscape and humanistic environment, which is rare for other schools. However, the construction of viaduct is bound to cause a certain degree of damage to the environment of Wuhan University, which will affect the life and study of our Wuhan University people: the annoying noise caused by the increase of traffic volume, the viaduct with heavy history covering the old and new archways of Wuhan University, the traffic safety hazards will rise and the environmental quality will decrease.
Will the old buildings of Wuhan University get lost in the rapidly developing city tomorrow?
However, the students of Wuhan University do not blindly emphasize the concession of viaduct. According to the statistics of the questionnaire, 57.8% of the students think that it is reasonable and necessary for the school to make appropriate concessions in some aspects when the municipal departments make certain concessions.
Shen Jianwu: Viaduct is technically reasonable.
In an interview with Shen Jianwu, vice president of the School of Urban Design, the reporter learned that the construction of viaducts is technically reasonable, and vice president Shen believes that it really promotes the development of Wuhan. He said that in order to ensure smooth traffic and ease traffic pressure, government departments decided to extend the viaduct of Luoshi South Road to Luoshi North Road as part of the construction of Wuhan Second Ring Road. The most direct example is that people can shorten a lot of time from Luoshi North Road to Fruit Lake, and they don't have to bypass the Shuanghu Bridge. Secondly, when the government made the decision on the viaduct, it was not aimed at Wu Da, but the route just involved Wu Da. At that time, they also considered the impact on the military congress, but after many discussions, they still thought that the viaduct scheme was the most feasible and reliable technically, and there were no other schemes.
What influence does the viaduct have on Wu Da?
Teachers and students of Wuhan University seem to be more concerned about the influence of the construction of viaduct on Wuhan University. In Wuhan University, what we hear now is more dissatisfaction with viaducts.
Acoustic board, you are blocking the sky of the people of Wu Da University.
Acoustical panels will be installed on the viaduct, and the old archway and main entrance of Wuda University will be basically "hidden in the snow". The viaduct with a length of 1.5 km is like installing a roller coaster for Luojiashan. At that time, when we look up at the sky, what we see will no longer be blue, but metallic gray.
On one side of the viaduct, Wu Da's archway is crying.
The old building at the street corner has been breathing among the surrounding high-rise buildings, and the ruthless years have carved scars on her body. The students of Wu Da University had to chip in to build a new memorial archway tree in its present position. However, this is not only a coincidence or an act of god, but also a tragic fate for the new archway. The viaduct built is undoubtedly a kind of injury. Don't, wu's front door is always ill-fated? To be sure, it's not just the old archway that will cry then.
We can't study with peace of mind in the traffic.
The completion of the viaduct will bring about an increase in the flow of people and vehicles, which will obviously bring about serious air pollution and noise pollution, which is undoubtedly a devastating disaster for a school. Under the double oppression of air pollution and noise pollution, the students of Wuhan University will study hard in the cracks.
It is not easy to say that harmony exists in the old buildings and viaducts of Wuhan University.
As we all know, the beauty of Wuda University lies in its unique scenery and noble, elegant, simple and heavy buildings in harmony with nature that other schools in China do not have. Nowadays, these old buildings have become sacred in the hearts of Wu Da people. It is hard for us to imagine how embarrassing it would be to build a completely modern reinforced concrete viaduct next to these buildings with a sense of vicissitudes.
The security risks are getting more and more serious. Who will pay for our security?
After the viaduct is completed, the traffic volume of Bayi Road will increase greatly. After the vehicle gets off the expressway, go straight to Moshan and Dida through Bayi Road. There is a large flow of students between the headquarters of Wuhan University and the Information Department, which may increase security risks and make students unsafe to travel.
There is a roaring construction team on one side and a traffic jam on the other.
Yangjiawan will be forgotten
After the completion of Yangjiawan, it will have important scientific and technological service functions. If the viaduct is built, it will hinder the service function and make it separate from the society. Just like a commercial building near Jianghan Bridge at that time, it was forgotten by merchants and consumers over time because it couldn't stop. We hope that Yangjiawan Science Zone will not repeat the same mistakes.
The construction of science teaching area will be blocked.
At present, the science teaching area of the school is in full swing, including the construction of computer building, the transformation of chemistry building, the construction of modern gymnasium and student activity center. The construction of viaduct will have a certain impact on the science teaching area.
Can the route of viaduct be changed?
Shen Jianwu: It is technically difficult to change the line.
When the reporter asked whether the viaduct had a great influence on Wuhan University and whether it was possible to change the route, Dean Shen said that some of them suggested that they could build underground tunnels and underpass them, but because there were too many underground pipe networks, if they wanted to build tunnels, it would affect public facilities such as drainage, discharge and gas transmission, which was difficult to handle, so they gave up. In addition, he once joked at the meeting that we can exchange land for peace like Pakistan and Israel. I just hope that the city government can take the land, not the viaduct. Our military congress will give up 5 to 8 meters east of Luoshi North Road, let him widen the road and take ground transportation, and divide the road into short speed and fast speed. But this is emotionally possible, and it is also the best of both worlds, but the theoretical feasibility is actually not great.
The school was and is fighting for this.
In order to understand the situation of viaduct construction around our school, the reporter interviewed Director Hu and Minister Liu of the Campus Construction Planning and Land Management Office.
According to Director Hu, as early as June 5438+065438+ 10, 2006, the group sent a letter to Wuda, requesting to borrow the land as the work shed for the preliminary project of the viaduct. June, 5438+October, 2007 10, the municipal government sent a letter to Wuda to borrow land again, which attracted the attention of the school. But at that time, the school only vaguely knew that it was going to build a viaduct, and the specific situation was not understood. In February, 2007, President Liu Jingnan invited Wuhan leaders to come to the school to guide the work. Due to the recent closure, the city leaders didn't come.
In March, 2007, the school learned about the construction of viaduct from Chutian Metropolis Daily. According to the renderings, the West Gate of Wuda University, Yangjiawan Community and Bayi Road will all become the only places for viaducts, and the "disaster" that Wuda University will suffer can be imagined. Wu Da held an expert demonstration meeting on the impact of viaduct construction on the school environment. Facts have proved that the construction of viaducts will indeed bring great air and noise pollution to Wuhan University. There are more than 800 faculty members living in Chagang community. After the viaduct is completed, it will pass directly by their windows. Residents have great opinions on this, and they have jointly written to the school office, and the school has also forwarded the letter to the municipal government.
On May 4th, 2008, the leaders of Wuhan City went to Wuhan University for on-the-spot investigation, and the school made active efforts and strived for it, expressing the hope that the construction scheme could be adjusted, such as underground or ground access, so as to minimize the damage to the humanities and natural environment of Wuhan University.
According to the reporter, the government department held a meeting last year and began to negotiate with Wu Da. However, the positioning of these two meetings is different. The government department called experts from Wuhan for consultation at the first time to discuss how to build a viaduct reasonably. The second time was held inside Wu Da University, asking the experts of the school what ideas and opinions they had on the construction of viaducts and how to make adjustments. In May this year, President Liu Jingnan and Secretary Gu discussed with senior leaders of government departments again and suggested that relevant departments adjust their plans.
However, despite these efforts, the viaduct scheme of government departments has not changed so far, and Luoshi North Road is still under construction.
Close contact focus
Information disclosure is imperative.
On May 3 1, the reporter interviewed Professor Luo from the Department of Sociology on this matter, and Professor Luo said that he did not know the reason. "Therefore, I think the most important thing in this matter is information disclosure. So far, there is no official document to inform this matter, so all our work is not easy to do. Of course, the reasons for this may be both government problems and school problems. Schools may be afraid of taking responsibility for inciting students to make trouble. If the information is made public, it does happen, and it will seriously affect the interests of Wu Da. Not only will our school fight, but our teachers and students will also take action to defend our own interests. "
Wuhan municipal government has a strong bureaucratic system.
The reporter compared the current situation of Wuhan University and Fudan University. Professor Luo said that this difference actually reflects the differences in education and knowledge between the two cities. "Shanghai and Wuhan are different. It opened earlier and westernized, while Wuhan is located in the middle and more conservative. How famous Wuhan was in history, but now it has been forgotten by the world. One of the most important reasons is the inertia of the city, and the official standard thought and bureaucracy formed from it. But even so, as long as the school is tough enough, the government can do nothing. Wuhan University is a school managed by the Ministry of Education and Hubei Province, and is on an equal footing with Wuhan. "
Strive for the interests of Wu Da in many ways-schools, students and alumni
Professor Luo has his own opinion on whether the contest between Wuhan University and Wuhan University shows that Wuhan University people are narrow-minded. "Now China has introduced a series of policies to ensure the scientific decision-making. To build a viaduct, we need to hold a hearing to listen to the opinions of all parties. This matter is directly related to the interests of Wu Da, and Wu Da should of course actively strive for it. In fact, the game between the school and the government is everywhere, such as the game between Harvard University and the Boston government, which is normal. It is short-sighted for the Wuhan municipal government to ignore the interests of Wu Da, and it is wrong for Wu Da people not to fight for it themselves.
Professor Luo believes that whether the viaduct construction ignores students and tramples on the spirit of Wu Da depends on the actual situation. If the project seriously damages the interests of Wu Da, the government has a bad attitude and completely ignores Wu Da's feelings, then it is not too much to say so.
When the reporter mentioned that Wu Da's living space is constantly being squeezed, how should Wu Da respond? Professor Luo said: "First, schools should have their own plans and their own bottom lines. When it touches its bottom line, it must never give in. Secondly, it must compete with the government through various channels. A very important way is alumni. There are many alumni of Wuhan University, and there are also many people who can talk. Most of them have deep feelings for Wu Da. We will appropriately reflect this situation to them and mobilize them for discussion. The effect may be better. "
Reporter's Note: During these two days' investigation and visit, what impressed the reporter most was that different stakeholders stood on their own standpoint and looked at the problem, so they had different views. The final decision made by the municipal government must be carefully considered. Maybe they were forced to sacrifice the interests of Wuhan University people. Maybe they know very well what it means to build a viaduct for Wuhan University and even Wuhan. It is understandable for Wu Da to fight for his own interests, and his opinions are also put forward by combining various factors. However, the fact is that we choose to present them clearly to everyone. Whether it is right or wrong, whether to repair it or not, is up to everyone to judge, but don't forget to respect history and reality.
