The Department of Mathematics in Waterloo is very good and highly recognized in North America. The math of UBC and UA you mentioned is definitely not as good as UW. If it is UT, it can be considered that UT has a long history of mathematics, a solid foundation and good actuarial and accounting skills.

Maybe UT is stronger in pure numbers, but it is definitely better in other aspects (especially actuarial science and computer science).
