Chapter I General Provisions
Rule number one In order to standardize undergraduate enrollment and ensure the normal and smooth progress of undergraduate enrollment, the Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and the relevant provisions of the Ministry of Education, and in combination with the actual situation of the school.
Rule number two Beijing University of Posts and Telecommunications is a national key university directly under the Ministry of Education. It is a public, full-time ordinary institution of higher learning and a "double-class" institution, which trains all kinds of senior professionals including undergraduates, master students and doctoral students. Ordinary undergraduates who meet the graduation requirements of this major within the specified time shall be awarded the undergraduate diploma of ordinary colleges and universities with the name of "Beijing University of Posts and Telecommunications"; Those who have obtained the graduation certificate and meet the relevant provisions of the state and the school on degree granting will be awarded the bachelor's degree certificate of full-time general higher education of Beijing University of Posts and Telecommunications.
Rule three. The undergraduate school is located in Xitucheng Road Campus, Shahe Campus and Hainan Campus: Xitucheng Road Campus is located in Xitucheng Road10, Haidian District, Beijing; Shahe Campus is located in Shahe Higher Education Park, Changping District, Beijing. Hainan Campus is located in Li 'an International Education Innovation Experimental Zone, Lingshui Li Autonomous County, Hainan Province.
The locations for running schools for all majors (categories) of students of Grade 2022 are as follows:
Electronic information (meta-category), computer (meta-category), communication engineering (large-category enrollment), electronic information, computer, software engineering, artificial intelligence (large-category enrollment), financial technology, big data management and application, business administration, telecommunications engineering and management (Sino-foreign cooperative education), Internet of Things engineering (Sino-foreign cooperative education), and electronic information engineering (Sino-foreign cooperative education).
Cyberspace security (professional enrollment), automation (intelligent robots and intelligent logistics), management science and engineering (business intelligence and intelligent supply chain), science experimental classes (information science), English, Japanese, law, intelligent interactive design, digital media technology, network and new media, and digital media art are located in Shahe Campus.
Information and Computing Science (Sino-foreign cooperative education) is located in Hainan Campus.
Chapter two? Organization and responsibilities
Article 4? Enrollment work under the unified leadership of the Ministry of Education, in accordance with the requirements of "the school is responsible for supervising enrollment", under the organization of the provincial admissions committees.
Article 5? According to the relevant regulations of the Ministry of Education, a leading group for enrollment was established, headed by the secretary and the principal, responsible for the enrollment of undergraduate students in the whole school. Under the leadership of the school enrollment leading group, the undergraduate enrollment Committee supervises and makes decisions on the important links of undergraduate enrollment. As a permanent institution, the Admissions Office coordinates and handles the daily affairs of undergraduate enrollment.
Article 6? The Admissions Office shall, according to the needs, set up enrollment working groups in all provinces (autonomous regions and municipalities directly under the Central Government) to be responsible for the enrollment publicity and consultation work in this region.
Article 7? The admissions office shall set up an enrollment working group according to the needs to be responsible for the enrollment work.
Chapter III Enrollment Plan
Article 8? Strictly implement the enrollment scale approved by the state. According to the relevant regulations of the Ministry of Education, in line with the principle of striving to promote regional coordinated development and educational equity, combined with factors such as the preparation of school enrollment plans in recent years, the number of applicants for college entrance examinations in various places, and the quality of enrollment, the enrollment plans are comprehensively analyzed and formulated by provinces and majors.
Article 9? The reserved plan does not exceed 1% of the total enrollment plan of colleges and universities, and is used to adjust the imbalance of students on the local unified examination line.
Chapter IV Enrollment Major and Admission Principles
Article 10? The enrollment work of Beijing University of Posts and Telecommunications will fully implement the spirit of the relevant documents of the Ministry of Education, and conduct a comprehensive assessment of candidates' morality, intelligence, physique, beauty and labor based on the principles of fairness, justice and openness, and select the best candidates.
Article 11? In order to meet the country's major strategic needs, the forefront of information technology, and cultivate high-end talents in urgent need, Beijing University of Posts and Telecommunications established the future academy and set up experimental classes for undergraduate, postgraduate and doctoral training. The enrollment majors are named electronic information (meta-category) and computer (meta-category).
Article 12? On sino-foreign cooperation in running schools.
Sino-foreign cooperation in running schools in Beijing University of Posts and Telecommunications includes five majors: Telecommunications Engineering and Management (Sino-foreign cooperation in running schools), Internet of Things Engineering (Sino-foreign cooperation in running schools), Electronic Information Engineering (Sino-foreign cooperation in running schools), intelligence science and technology (Sino-foreign cooperation in running schools) and Information and Computing Science (Sino-foreign cooperation in running schools).
Our Chinese-foreign cooperative school enrolls students in batches in the name of "Beijing University of Posts and Telecommunications (Hongfu Campus)", and is awarded the graduation certificate of Beijing University of Posts and Telecommunications, the bachelor's degree certificate of Queen Mary University in London, England and the bachelor's degree certificate. Article 13 on the speed ratio. According to the enrollment plans of provinces (autonomous regions and municipalities directly under the central government) and the situation of students, the proportion of file transfer is determined, and the proportion of file transfer is generally controlled within 120% of the enrollment plan. In the provinces or batches that implement parallel volunteer, the adjustment ratio is generally controlled within 105% of the enrollment plan.
Article 14 on withdrawal. For parallel volunteer's filing batches other than special enrollment types such as college special programs, ethnic minority preparatory courses, Hong Kong, Macao and Taiwan Federation of Returned Overseas Chinese, and high-level art troupes, if the candidates pass the physical health examination, and if the candidates obey the professional adjustment, our school will not return the file after filing; Candidates who do not obey the professional adjustment, and the reported professional volunteers have been fully recorded, will be dismissed.
Article 15 on soliciting volunteers. According to the batch of volunteers, if the number of the first volunteer candidates is insufficient, our school will recruit non-first volunteer candidates from high scores to low scores in the corresponding filing control line according to the enrollment policies of relevant provinces until the enrollment plan is completed; If the number of qualified non-first-choice candidates is still insufficient, volunteers will be collected. According to the batch submitted by parallel volunteer, the unfinished enrollment plan solicits volunteers. If the enrollment plan is not completed after collecting volunteers, the remaining plans will be transferred to other provinces with better quality of students.
Article 16 on physical examination. The implementation of the Ministry of education, the Ministry of health, the China Disabled Persons' Federation issued the "Guiding Opinions on the Physical Examination of Enrollment in Colleges and Universities" and related supplementary provisions. According to the characteristics of major (category), color-blind candidates can't apply for science experimental classes (information science) and digital media art majors, and are not suitable for communication engineering (large-scale enrollment), electronic information, computer, intelligent interactive design, digital media technology, network and new media majors.
Article 17? About foreign languages. According to the training requirements of various majors (categories), English and Japanese majors only recruit candidates whose foreign language is English; Some courses of software engineering, digital media art, telecommunication engineering and management (Sino-foreign cooperative education), Internet of Things engineering (Sino-foreign cooperative education), electronic information engineering (Sino-foreign cooperative education), intelligence science and technology (Sino-foreign cooperative education) and information and computing science (Sino-foreign cooperative education) are taught in English, and non-English candidates are advised to apply carefully. Other majors (categories) are not limited to foreign languages.
Article 18? About previous students and the ratio of male to female. When accepting students, both students and freshmen are treated equally, and the ratio of male to female is not limited.
Article 19 on admission and bonus points. Candidates who enjoy extra points in the policy are admitted by the provincial admissions offices according to the regulations (the types of enrollment that do not make provincial plans are not applicable, and the requirements for special types of enrollment such as college special plans can be inquired in their enrollment brochures). When arranging majors, the scores of the college entrance examination culture course without extra points are the main admission basis. In other provinces except Inner Mongolia, our school arranges majors from high to low according to candidates' scores (excluding extra points) and professional volunteers, and there is no grade difference between professional volunteers.
When enrolling students in the same major (category), if the actual scores of candidates in the college entrance examination are the same, those who get extra points in the admission policy and high scores in related subjects will be given priority in turn.
For the provinces that are not reformed by the college entrance examination, the order of the scores of related subjects is as follows: science and engineering majors (classes) compare mathematics and science in turn, literature and history majors (except English and Japanese majors) compare China and foreign countries in turn, and English and Japanese language majors compare English and Chinese in turn.
For Beijing, Tianjin, Shanghai, Jiangsu, Fujian, Hubei, Hunan, Guangdong, and Hainan, the comparison order of related subjects is: the selected subject is physics, or the major (category) whose preferred subject is physics compares mathematics and physics in turn, and it is not limited to the selected subject or the major (category) whose preferred subject is history (except English and Japanese) compares Chinese, foreign languages, English and Japanese in turn.
For the five provinces of Hebei, Liaoning, Zhejiang, Shandong and Chongqing, the provincial admissions examination institutions will directly file the majors according to their relevant regulations.
Article 20? On the reform of college entrance examination for provincial candidates. Candidates in the province of college entrance examination reform must apply for our school in accordance with the requirements of the selected subjects of our school's enrollment major (category) announced by the education administrative department of the province where they are located, and the enrollment examination institutions of the province where they are located shall file for the record according to their relevant regulations.
Candidates' comprehensive quality evaluation information will be used as admission reference.
Article 21? About candidates from Inner Mongolia Autonomous Region. Inner Mongolia Autonomous Region implements the admission rule of "queuing for admission according to professional volunteers within the enrollment plan 1: 1".
Article 22? About special types of enrollment candidates. The recruitment of candidates and art candidates who have been recognized by our school as qualified for special programs of ordinary universities, high-level art troupes or high-level sports teams shall be carried out in accordance with the relevant regulations of the Ministry of Education, the provinces where the candidates are located and our school.
Article 23? About the admission notice. After receiving the list of candidates approved by the Provincial Admissions Office and stamped with the special seal for admission, our school will send the admission notice issued by the president of our school to the admitted candidates.
Article 24? After the freshmen enter the school, they will be re-examined in accordance with the relevant regulations of the state and the school. Students who fail to pass the review shall be dealt with according to the relevant provisions of the enrollment work.
Chapter V Others
Article 25 Tuition standard in 2022: 5,000 yuan/year for majors in financial technology, big data management and application, business administration, management science and engineering (business intelligence and smart supply chain), law, network and new media; 5,500 yuan/year for the first and second grades of software engineering, and 0/6,000 yuan/year for the third and fourth grades; Telecom engineering and management (Sino-foreign cooperative education) and Internet of Things project (Sino-foreign cooperative education) are 70,000 yuan/year; Electronic information engineering (Sino-foreign cooperative education) and intelligence science and technology (Sino-foreign cooperative education) 80,000 yuan/year; Information and Computing Science (Sino-foreign cooperative education) 65438+ 10,000 yuan/year; Digital media art major 1 10,000 yuan/year, other majors (categories) 5500 yuan/year. In addition, according to the different accommodation conditions, different standards of accommodation fees will be charged. The maximum accommodation fee for Shahe Campus and Xitucheng Road Campus shall not exceed 1.500 yuan/year, and the accommodation fee for Hainan Campus shall be subject to the relevant regulations of Hainan Province.
Article 26? The school has a complete funding system of "award, assistance, loan, diligence, compensation" to ensure the all-round growth of students from poor families. There is a "green channel" for freshmen when they enter school to ensure that freshmen with financial difficulties can enter school smoothly.

Chapter VI Supplementary Provisions
Article 28? The enrollment work implements the "Sunshine Project", and the school discipline inspection and supervision department is responsible for supervising the undergraduate enrollment work. The school does not entrust any intermediary agencies to enroll students, and it is strictly forbidden to charge fees linked to enrollment, and seriously investigate and deal with acts of obtaining admission qualifications by cheating, bribery and other improper means. Article 29? In case of any conflict between the previous requirements and regulations of the school on enrollment and the Articles of Association, the Articles of Association shall prevail.
