Legal analysis: 1. Enjoy the priority policy. College students have priority in enlisting, giving priority to medical examination and political examination, giving priority to military examination and approval, giving priority to the use of policies and green channels for medical examination. Without approval, young people with university education may not be approved to join the army. 2. Enjoy preferential policies. Preferential payments are issued by the places that have been approved to join the army, and their families enjoy the treatment of military families. The place where the household registration is located is responsible for implementing relevant preferential treatments. 3. University graduates can be elected as officers. Soldiers recruited by full-time graduates of ordinary institutions of higher learning may be selected as officers. The so-called selection of officers includes: promotion of college graduates, application for military schools and admission. 4. Non-commissioned officers are preferred. For soldiers who meet the selection conditions of non-commissioned officers, under the same conditions, priority should be given to those with full-time college education or above; Soldiers with the same professional positions within the division (brigade) shall be given priority in choosing soldiers with high academic qualifications under the condition of equal post-holding ability.

Article 1 Establish a special postgraduate enrollment plan for "retired university student soldiers". According to the actual demand, a certain number of special plans are arranged every year, which are specially used for recruiting retired college students and soldiers. The scale of the special plan shall be controlled within 5000 people, and it shall be issued separately within the total scale of graduate enrollment in the country, and shall not be misappropriated.

Second, for excluded students, the military service of college students (including freshmen) should be included in the selection index system. Encourage colleges and universities that recommend excellent undergraduate graduates to study for graduate students without taking the test to formulate measures for the selection of students without taking the test, and incorporate the military service during the school into the selection index system for students without taking the test according to the specific conditions of the school. Retired personnel who have won second-class merit and above in the army and meet the requirements for postgraduate registration may be exempted from the examination (referring to the initial examination) to study for a master's degree.

Third, the scope of extra points for postgraduate entrance examination is extended to college students (including freshmen). On the basis of continuing to implement the policy of extra points for fresh graduates of ordinary colleges and universities after retirement, retired personnel are allowed to enlist for compulsory military service and retire, and take the national postgraduate entrance examination within three years after completing their undergraduate studies. The total score of the initial examination is 10, and priority is given to admission under the same conditions.

Article 4 The enrollment plan for retired college students and soldiers shall be listed separately. Higher vocational (junior college) students are enlisted for compulsory military service and discharged from the army. Take the general undergraduate examination after completing higher vocational education, and the enrollment ratio will be appropriately expanded on the basis of the current 30%. The specific proportion is determined by the provinces according to local conditions and registration.

Article 5 The admission notice for freshmen in institutions of higher learning is attached with preferential policies for enlistment. When colleges and universities send admission notices to freshmen, they will attach a leaflet for enlistment, which mainly includes a summary of preferential policies, a guide to the registration process, and student registration requirements.

Sixth, relax the restrictions on retired college students returning to their majors. College soldiers can return to school after retiring, and can transfer to other majors in our school after the school agrees and performs relevant procedures.
