Vice-ministerial universities (middle-level universities), that is, universities directly managed by the central government, are middle-level cadres whose positions of party secretary and president are listed in the list of central management cadres. At present, the party secretary and dean of China Management College are all vice ministers.
At present, it is generally believed that "deputy ministerial universities" are top universities in China. The presidents, secretaries and other senior leaders of these universities are jointly appointed by the Central Committee and the Central Organization Department, instead of the usual appointment by the Ministry of Education.
Vice-ministerial universities are just commonly known. Strictly speaking, ordinary undergraduate universities in China are bureau-level units. However, some universities are merged.
For reasons such as policy care, the party secretaries and presidents of these universities are all high-ranking deputy ministerial departments and managed by the Central Organization Department.
