Open or closed?

In Beijing Normal University, the reporter saw that the school's playground and gymnasium are all equipped with access control systems, which require campus cards to enter. Later, the reporter came to the gymnasium office to ask whether the off-campus staff could enter the playground and gymnasium for exercise, and got a negative answer from the staff: "All our facilities are not open to the public, only for teachers and students of our school."

Beijing University of Posts and Telecommunications, just across the road from Beijing Normal University, is completely different. The playground administrator told the reporter that the school playground is open to the public all day, and people outside the school can go in to exercise at any time. "Most people around you come here to exercise. Every evening and evening, there are many people here. However, if there are large-scale activities such as sports meetings that need priority protection, it will not be open here. "

In the gymnasium of Beijing University of Posts and Telecommunications, the reporter learned that the swimming pool, badminton hall and table tennis hall in the gymnasium are open to the public during non-class hours, but off-campus personnel need to apply for registration cards with their ID cards. At the same time, off-campus personnel charge higher fees. Take the disposable swimming card as an example. 7 yuan is charged for students on campus, 12 yuan for faculty and staff, and 25 yuan for off-campus staff.

Compared with Haidian District, where there are many colleges and universities, there are fewer colleges and universities in the southeast of Beijing, and residents have fewer choices. The reporter came to Beijing University of Technology near the Southeast Fourth Ring Road. At 4 o'clock in the afternoon, the number of people on the playground began to increase gradually, and many of them were middle-aged and elderly people outside the school. Some people use the fitness equipment next to the playground, some people run around the playground, and some people come to the football field to play football.

Zhao Xinrong, a 73-year-old woman who lives in a nearby neighborhood, told the Economic Daily reporter that she has been exercising in the school playground at least once a day for more than ten years. "For more than a decade, the school playground has been open to the public, and there are no restrictions on off-campus personnel. The facilities here are complete, the environment is safe, and the comprehensive quality of students is very high. Nothing unpleasant or unsafe happened. The most important thing is that there is no other place around for me to exercise. "

Yang Chen, a staff member of the venue management center of Beijing University of Technology, told reporters that there are two playgrounds in Beijing University of Technology. The north playground is open to the public 24 hours a day for students and the public to exercise, while the south playground is open regularly, giving priority to the training of physical education class and school sports teams, and is also open to the public in their spare time. "In addition to the playground, the school gymnasium is also open to the public, and people outside the school can also use the badminton hall during non-class hours."

Closing it is not a good policy.

How do students view off-campus staff entering colleges and universities for exercise? During the reporter's interview, some students did express their dissatisfaction: "Sometimes there are too many people on the football field to find a place to play, and there will be some quarrels and even fights." Similar incidents have also affected the opening measures of some schools. Before April this year, the football field in Changping Campus of China University of Political Science and Law was also opened to the public. On April 20, in the campus football field, there was a dispute between the students and the off-campus personnel because of the venue problem, and then a student was injured by the off-campus personnel. China University of Political Science and Law has issued a statement that the school will further improve the security system to prevent potential safety hazards. Since then, the stadium has been closed to the public. After half a year, the reporter called the venue section of the stadium management center of the campus. A staff member said that people outside the school are still not allowed to enter.

However, some students said that it is not advisable to close the stadium and open it to the society just because of fighting. At Beijing University of Technology, a student who plays football told reporters that there are too many people outside the school on the playground, so be extra careful when playing football to avoid accidental injury. However, the student believes that closing the door to the outside world cannot completely avoid violence on the court. "In fact, there will inevitably be conflicts in the process of playing football. Even if people outside the school don't come in, our classmates will occasionally have conflicts. To reduce such problems, the most fundamental thing is to improve everyone's quality and strengthen the management of venues. For example, when the venue is tight, the school had better make some more accurate divisions. If it is not open to the outside world, there may be fewer conflicts with people outside the school, but people around it will have no place to exercise and waste space. I don't think there is a perfect method. It may be a better choice to be more open and better managed. "

Compared with playgrounds, badminton courts and other indoor venues, the number is generally limited. Will opening to the outside world affect the use of teachers and students in schools? In Beijing University of Technology, Yang Chen told reporters that badminton courts and other venues are expensive to maintain, so they adopt the mode of charging both inside and outside the school, but the fees charged by students inside the school are much lower than those outside the school. In addition, according to the charging standard of the venue, the use price of the venue is higher after 6 pm, so more students in the school choose to play before 6 pm to avoid the high-priced period. Off-campus staff often come to play after work, usually after 6 pm. "In this way, we rationally allocate the venue resources and ensure the use of the venue by students and off-campus personnel. Students and off-campus personnel are basically recognized, and the venue reservation has been arranged for a week. "

In addition to finding ways to solve the problem of rational allocation of website resources, website security has also become a very important issue in colleges and universities. At the gates of sports venues in major universities, some safety warning slogans are basically posted, such as: consciously care for equipment; No trouble; Pets are not allowed; People who are unwell should not enter the stadium to exercise; Minor children need to be accompanied by their parents, please help with safety management; Wait a minute.

Opening needs more policy support.

Some developed countries have put the school sports facilities into practice. In countries with developed national sports, such as Britain and the United States, school sports facilities are more open.

In recent years, it has gradually become the policy direction of our country to revitalize the existing resources such as university stadiums and ease the contradiction of venue resources. The Opinions of the State Council on Accelerating the Development of Sports Industry and Promoting Sports Consumption released on 20 14 put forward that school sports venues should be open to students after school hours, and effective measures should be taken to strengthen security, speed up the opening of school sports venues to the society, and regularly open the situation to the public. In June this year, the notice issued by the State Council also mentioned that it is necessary to ensure that public sports facilities, enterprises and institutions that meet the opening conditions, and school sports facilities are open to the public.

Despite this, the opening situation of university sports venues is still different, and the overall opening degree is still limited. Zou Xinxian, director of the management teaching and research section of Beijing Sport University, believes that the lack of openness of some university stadiums is mainly due to the rising cost of use and the responsibility for accidents. "To promote the transformation of the service nature of college stadiums and gymnasiums to the public, we must first ensure the normal teaching tasks. On this basis, the government should compensate the use cost of sports venues by purchasing services, promote the further opening of sports venues to the society, and realize the efficient use of sports venues. On the one hand, relevant departments should further refine this through policies and regulations. On the other hand, colleges and universities can clearly inform them in the form of notices in stadiums and gymnasiums to enhance people's sense of responsibility for accidents and reduce unnecessary liability disputes.
