The education administrative departments of cities, counties and urban areas are responsible for the performance management of public-funded normal students within their respective administrative areas, establish integrity files, publish the default records of public-funded normal students, record the default in personnel files, and manage the refunded public-funded education expenses and liquidated damages. Civil service examination and employment announcement stipulates:

Servicemen, non-fresh graduates, on-the-job civil servants and staff of organs (units) managed with reference to the Civil Service Law are not allowed to apply.

Persons who have received criminal punishment for crimes and those who have been dismissed from public office, those who have been found to have serious violations of employment discipline such as fraud in the recruitment of civil servants at all levels, those who have been dismissed from civil servants and staff of organs (units) managed according to the Civil Service Law for less than five years, and those who are not allowed to be employed as civil servants according to laws and regulations are not allowed to apply for the examination. Candidates are not allowed to apply for the job in avoidance relationship.
