Official website, the Ministry of Education, pointed out: "From 65438 to 0995, a new method for examination and approval of degree authorization was gradually implemented: new doctoral and master's degree-granting units and doctoral programs were examined and approved by the the State Council Academic Degrees Committee." [1] Doctoral degree authorization point refers to the discipline or professional degree category that can be awarded a doctorate after being approved by the State Council Academic Degrees Committee.

Doctoral degree authorization points include doctoral degree authorization first-level discipline points and doctoral degree points. According to the Notice on the Tenth Examination for Authorization of Doctoral and Master's Degree (Degree [2005]14): "The discipline code and name of doctoral degree should be filled in according to the full names of two disciplines in the discipline catalogue", and the first-level discipline code and name authorized by doctoral degree should be in accordance with the the State Council Academic Degrees Committee and the former State Education Commission1June 1997. If the "first-class discipline" is not added before the doctoral degree, the doctoral degree will be authorized as a two disciplines and a professional point. In 2005, there were more than 1900 doctoral programs in China.
