With the in-depth development of China's legal system construction and medical and health system reform, the legal awareness of medical and health units and citizens' rights protection has been continuously enhanced, and the litigation cases caused by medical disputes have been on the rise in recent years. According to experts' prediction, after the implementation of China's medical insurance system, related rights protection lawsuits will increase greatly. In fact, from the statistics of consumer complaints of CCTV's "3 15" party in recent years, it can be seen that medical consumer complaints have risen sharply, ranking in the top three. It is urgent to standardize medical and health services and bring medical dispute settlement into the track of national legalization. However, judging from the current situation, the contradiction that judicial organs, law firms, health administrative departments, medical insurance institutions, medical colleges and medical units have long been seriously short of talents with medical and legal compound knowledge structure is still very prominent, which has become an important factor restricting the legalization process in this field.
